Right now we are looking for a Head of Tender Procedures Department

Main responsibilities:

• Coordinating the performance of functions by employees of the unit, organizing and controlling procedures for procurement of goods, works, services (open tenders, simplified procurement, electronic catalog, procurement under framework agreements, etc.) for all structural units of the Company
• Ensuring transparency, equal conditions, objective selection of the winner and minimization of the risks of appeals / inspections
• Quality control of preparation and publication of documents in Prozorro (plans, reports, contracts, tender documentation)
• Providing methodical and consulting support to authorized persons, employees of divisions, solving complex cases
• Development of standard forms of tender and tender documentation, documents necessary for implementation requirements of current legislation and internal organizational and administrative documents.
• Representation of the interests of the Company during inspections by the State Audit Service, AMCU, appeals
• Participation in the digital transformation of procurement: process automation, improvement of internal regulations, use of Prozorro Market, analytics, electronic document flow
• Team development: training, work quality control, efficiency improvement department

The successful candidate meets the following requirements:

• Full higher education
• From 4 years of practical work in the field of public procurement on the side of the customer
• From 2 years in a managerial position (head / deputy head of the tender / procurement department)
• In-depth knowledge of the Law of Ukraine "On Public Procurement", Resolution No. 1178 (Peculiarities), DASU methodology, AMCU practice and judicial practice in the field of procurement
• Experience in supporting inspections, appeals in the AMCU, preparation explanations
• Experience of working with a large volume of purchases
• Confident mastery of electronic platforms, Prozorro Market, public analytics module BI Prozorro, corporate ERP systems or accounting programs such as BAS, 1C, SAP, Oracle, etc.
