Job description We are looking for a head of the software development department of the newly created procurement agency under the Ministry of Defense of Ukraine. The State Operator of the Rear is a state agency that provides the needs of the Armed Forces of Ukraine for food, fuel and lubricants, clothing and medical goods. RESPONSIBILITIESStrategic planning: Determination of the technical strategy and long-term goals of the organization in the field of software. Development of plans for the implementation of projects and innovations. Team management: Management and development of teams of developers, testers and other technical specialists. Includes recruitment, training and professional development of the team. Work coordination: Ensuring cooperation between different teams within the organization, as well as with external parties, such as partners and suppliers. Technical expertise: Maintaining a high level of technical competence in the team, implementing the latest technologies and methodologies. Quality assurance: Responsibility for the final products. Implementation of quality standards of testing methods. Communications: Effective communication with all stakeholders, including senior management, the team of end users. Risk management: Identification of potential project risks and development of strategies to minimize them. REQUIREMENTS Experience in managing development teams, including mentoring and development of team members. Experience in the design and architecture of complex systems. Good understanding of OOP and SOLID design patterns. Commercial experience of 2+ years with PHP 7+, Laravel 5+. Experience with SQL and NoSQL databases (MySQL, PostgreSQL, MongoDB). Experience with Nginx, Redis, ElasticSearch, Docker, Git. Understanding of REST API and protocol principles HTTP, LDAP, JSON/XML data exchange format. Understanding of practice and work experience with continuous delivery of code in CI/CD. Experience with Jira, Office 365 will be an advantage. Proactive civic position.
