We are hiring Head of the Shelter, Water Supply and Hygiene Department
Position duties:
General duties
- Direct management of the technical team of the shelter, water supply and hygiene department, setting clear tasks for team members and indicators to monitor performance work.
- Ensure compliance with NRC building renovation strategy, tools, guidelines and standards.
- Promote developing a strategy for the development of key competencies and providing information on needs and gaps identified in the geographical and program area of activity.
- Management and implementation of a delegated portfolio of housing/water supply projects (activities, budget and project documentation) in accordance with donor proposals, strategies and requirements, ensuring high technical quality and providing regular reports to the housing/water supply project manager.
- Manage the project budget in its geographical and program areas of implementation.
- Promote and share ideas for improvement and necessary changes in project activities.
- Ensure capacity development of project staff and transfer of key skills.
- Liaise and collaborate with relevant local authorities and stakeholders (ie local authorities, other humanitarian organizations and volunteer groups).
Specific responsibilities:
- Coordinate and lead technical assessment of infrastructure and housing in targeted buildings/infrastructure for identification of needs for restoration/modernization and definition of intervention strategy/plans.
- Participate in the development of special technical instructions, tools and mechanisms to support and monitor the activities of the team with housing/water supply issues.
- Supervision of shelter construction project team members - recruitment, training, organization control.
- Ensure regular presence in local office and implementationvat field trips.
- Ensuring proper community information about planned activities.
- Contribute to organizational learning by providing specific technical analysis, lessons learned and reports.
- Provide regular reports on the progress of work to the head of the shelter, water supply and hygiene department.
- Provide specific technical help coordination mechanisms (for example, cluster coordination) and working groups at the request of the project manager.
- Ensure comprehensive documentation of all conducted activities.
- Work closely with other departments to ensure proper planning and implementation of an agreed integrated program in target regions in eastern Ukraine.
- Work closely with other departments to resolve cross-cutting issues, that may arise during the implementation of project activities.
- Support the line manager in the preparation of reports of any kind and participate in writing proposals with the development of a work plan, budget, technical tasks and list events.
- Participate in tenders and analysis of applications for contracts for the provision of services and materials
- Maintain contact with local government/community in order to advocate the activities of NRC and obtain the necessary permits for the implementation of the project.
- Maintain contact with local partners - Contribute to the development of the strategy of the department to meet all the requirements of donors and specific projects, such as provided in partnership agreements and general donor guidelines.
- Assist in any other duties assigned to him by the line manager, as per necessary.
General requirements for the position:
- Bachelor's degree in civil engineering or other relevant education.
- Minimum of 3 years of relevant experience related to civil engineering and/or housing/water programming.
- Minimum 3 years of relevant experience in people management.
- Documented technical competencies related to job duties
- Documented results related to job duties.
- Good working knowledge of international humanitarian sector mandates and procedures, including the UN cluster system.
- Excellent interpersonal and communication skills, and the ability to liaise authoritatively with representatives of the humanitarian community, local media, local government and military, and other relevant actors when necessary.
- Ability to work under pressure, independently, with limited supervision and following basic safety rules.
- Good understanding of humanitarian requirements for donors and accountability to donors and affected populations.
- Good external representation skills.
- Highest standards of ethics and integrity.
Skills, knowledge and experience relevant to the context:
- Previous work experience in difficult and unstable conditions.
- Fluent command of Ukrainian and Russian languages.
- Good command of English, both written and orally, there is mandatory.
- Willingness to work in difficult, stressful situations in compliance with basic safety rules.
- Knowledge of Ukrainian building codes and regulations is an advantage.
