Head of the risk management department in Red Cross Ukraine

The National Committee of the Red Cross Society of Ukraine announces a competition for the position of Head of the Risk Management Department

The Red Cross Society of Ukraine is the largest humanitarian organization of Ukraine, which is one of the first to respond to all emergency situations in the country and provides assistance to those who need it most.

Main duties:

Block of tasks regarding strategic risk management:

1. Is responsible for implementing a culture of ethics, risk management and compliance in TCHHU. Supports the management, operational managers and employees of the TCHU in carrying out activities in compliance with ethical standards, contributing to the formation of an organizational culture of ethics and integrity.

2. Determines and maintains risk appetite and risk tolerance thresholds in the organization.

3. Provides advisory support to management on strategic risks regarding major organizational decisions, implementation of the National Strategy, programs and operations.

4. Ensures systematic identification, assessment and monitoring of risks within the National Strategy, programs, operations and partnerships.

5. Coordinates the preparation of quarterly risk reports, risk registers and incident registers for the Governing Bodies of TCHHU.

Block of tasks on risk control and monitoring (Second line of defense):

1. Determines the necessary level of involvement in the implementation of current and new compliance requirements in the organization and leads the development of the annual work plan for ethics, risk management and compliance, taking into account the specifics and risks of the TCHU.

2. Ensures that appropriate ethics, internal control, security, and investigative functions are in place to prevent, detect, and respond to illegal or unethical behavior.

3. Monitors the effectiveness of internal control systems and measures to reduce risks in TCHU.

4. Supports all structural subdivisions of TCHU in identification, classification and management of key risks through effective and standardized risk management processes.

5. Leads the optimization of the interaction between risk management, compliance, ethics and investigations, and develops the ERC strategy to achieve the required level of control and accountability.

6. Supervises and monitors the implementation of the compliance program and risk management processes.

7. Forms and supports the structure of the compliance system by developing framework documents, guidelines and policies, and also promotes their implementation throughout the organization (including the fight against fraud and corruption, conflicts of interest, disclosure of violations and the code of conduct of third parties).

8. Provides confirmation to the governing bodies of TCHU and donors regarding the effectiveness of risk management systems, compliance, measures to prevent violations and respond to cases of misconduct

9. Conducts independent internal investigations in accordance with international principles of their conduct.

10. Provides support to program, project and grant management teams in meeting donor risk management requirements.

Requirements for the candidate:

• Higher degree in finance, economics, accounting, business, statistics or related field.
• Certification in risk management (e.g. Financial Risk Management (FRM), Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Chartered Certified Accountant (ACCA), Certified Fraud Examiner (CFE) or equivalent practical certification.
• Leadership and management experience multidisciplinary teams.
• Significant and proven experience in dealing with issues of staff misconduct.
• Knowledge of the English language.
