We are hiring the Head of the Monitoring and Evaluation Department
Position duties:
General duties:
- Team management responsibilities: responsibilities of line management in relation to direct staff reporting. This includes the process of managing work efficiency; setting clear goals, aligned with the country's strategy and priorities, as well as monitoring and supporting staff achievement of the set goals; personnel planning, recruitment, induction training, staff development and duty of care.
- Actively contribute to grant-related tasks , such as developing applications, flow charts and reporting in consultation with program staff at the regional and national levels.
- Support and facilitate the development and implementation of MEL systems, including standard operating procedures, instructions and work plans in accordance with the NRC global MEL system and discussions with technical teams.
- Work with local partners to ensure proper MEL systems, processes and standards are in place. This includes conducting introductory briefings on the MEL requirements outlined in the Project Implementation Agreement and conducting organizational assessments to identify areas that require improvement or knowledge sharing.
- Participate in program design discussions and proposals, including development of theory of change, MEL flow chart and budgeting, as requested.
- Support program staff in planning and implementing MEL activities, including data collection methodology and tools, as well as data management, analysis and use in coordination with technical leads.
- Support the implementation, dissemination and use of evaluations, analyzes and monitoring data in the development, adjustment or revision of programs.
- Contribute to organizational learning by supporting concrete analysis, facilitate discussion of lessons learned/briefings and reports. This is inincludes presentation and discussion of results at regional and headquarters level, including project reviews/grant opening/closing meetings and data interpretation sessions using effective visual aids, dashboards, reports and newsletters as appropriate. li>
- Build capacity and train program and support staff on MEL systems, processes and requirements NRC.
- Contribute to the development of MEL staffing and resourcing, including collaboration with program staff to identify and plan for MEL needs.
- Adhere to NRC policies and have specific responsibility for NRC policies and procedures regarding MEL functions.
< span style="font-style: normal; font-weight: 400">Specific duties:
- Ensure planning and quality control of MEL activities, including development and implementation of standard operating procedures, guidelines and tools for the collection, storage and analysis of intermediate and final results data for NRC and donors in accordance with national and global guidelines.
- Develop evaluation tools, methodologies, sampling strategies and necessary guidelines to ensure the collection of intermediate and final outcomes in consultation with other MEL colleagues and programs.
- Develop and implement relevant curricula (with the support of MEL and technical program managers) at the regional level or countries to assess the relationships between achievement/non-achievement of intermediate and final results in projects and key competencies, including factors influencing results.
- Responsible for the management of data quality and compliance, including review processes for GORs monthly reporting and project participants' quarterly reporting at regional or country level. This includes developing and implementing quality assurance systems to verify data accuracy and completeness.
- Participate in the development of MEL staffing and resourcing, including working with program staff to identify and plan monitoring and evaluation needs and budgets.
- Manage the documentation and timely delivery of MEL reports/dashboards/dashboards that support evidence-based decision-making, both internally within NRC Ukraine and externally with partners and donors. This includes completing data analysis about the results.
- Identify knowledge gaps and provide capacity development and training for MEL and program staff to ensure the proper functioning of required MEL activities throughout the project lifecontrol cycle.
- Work closely with program/MEL teams where appropriate to ensure smooth operation of the system MEL including internal and external reporting. This includes adopting NRC mandatory indicators and donor requirements.
- Facilitate and coordinate requests for third-party monitoring in collaboration with regional/national MEL teams/grant teams, as needed.
- Actively participate in meetings with project review/closing/opening of grants at the regional or country level, providing information on the accuracy, completeness and quality of data that meet NRC and donor requirements.
- Other MEL activities in agreement with senior management and program staff that contribute to quality NRC programming in Ukraine.
General requirements for the position:
- At least 3 years of experience working in an international NGO, preferably in an emergency or post-conflict setting, including capacity and systems development MEL, as well as team management.
- Proven experience and knowledge of principles and contemporary approaches to monitoring, evaluation and training in emergencies and development programs using both quantitative and qualitative methods.
- Understanding data and information needs for program management and decision-making.
- Experience in facilitating the capacity building efforts of various colleagues, preferably with local partner organizations.
- Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and informal methods.
- High level of command of the English language.
- Analytical and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) and quantitative analysis.
- Preferred: experience using SPSS, STATA, Power BI, GIS.
Skills, knowledge and experience related to the context:
- Higher education, preferably in the field of social sciences, statistics, research, international development or economics, or in other related fields.
- Knowledge of the humanitarian context in Ukraine and the dynamics of activity NRC.
- Technical competence and previous experience in implementing various methodologies and approaches to loss assessmentm.
- Proven knowledge of major humanitarian and development donors.
- Strong communication and interpersonal skills to facilitate collaboration between different teams and departments.
- Willingness to travel to locations and work in challenging and dangerous environments.
- Excellent planning, time management, problem solving and teamwork skills.
- Easy an approachable, reliable and confidential person.
