Purpose of the position:Head of the remittance and development programming sector of potential and support of operational readiness is responsible for strategic, methodological and operational management of cash and voucher assistance (GVD) in the Red Cross Society of Ukraine. The position ensures the systematic development of the organization's capacity to plan, implement and scale cash assistance programs, as well as support the ongoing operational readiness to respond to emergency situations. 

The role involves leading the sector, coordinating the work of National Committee teams and regional organizations, developing standards and procedures of the GVD, managing payment mechanisms and interacting with partners, donors and key stakeholders. 

Key performance evaluation criteria:

  • The level of readiness of the organization to quickly and qualitatively launch cash assistance programs in emergency situations and recovery. 
  • The quality and sustainability of the GVD systems (SOP, payment mechanisms, data, risk and accountability management). 
  • Building capacity of teams (National Committee and Regions) and sector management efficiency.

Main Responsibilities: 

  • Ensure development, launch, implementation, monitoring and evaluation of cash assistance programs.  
  • Make programmatic decisions regarding the design, parameters, indicators and processes of cash assistance programs.  
  • Ensure compliance of the programs with the requirements of donors, regulatory documents of the TCHU, international standards of the RCRC and the legislation of Ukraine.   
  • Coordinate interaction with state bodies, donors, international organizations, banks, FSP and other partners.  
  • Represent the TCHU and the Sector in interdepartmental working groups, clusters and other coordination structures.  
  • Ensure high-quality interaction and support of regional organizations of the TCHHU within the framework of financial aid programs.  
  • I will provideimplementation and functioning of digital tools (RedRose, Building Blocks, RAIS+, other systems) and data quality control.   
  • Coordinate the automation of processes, the implementation of innovative solutions and the development of digital platforms in the field of PPP.  
  • Organize needs assessment and capacity development of regional teams in the field of money transfer programming.  
  • Ensure the development of methodological materials, SOPs, instructions, technical solutions and training packages.  
  • Coordinate and conduct studies, trainings, workshops to improve the skills of the TCHHU teams.  
  • Develop and maintain operational readiness plans to rapidly launch programs.  
  • Ensure the readiness of the Sector to respond to emergency situations and scale up programs.  
  • Control the processes of verification, deduplication, risk management and fraud prevention. 
  • Ensure the preparation of high-quality analytical materials: programmatic, operational, financial and risk reports.  
  • Analyze program results, evaluate effectiveness, formulate proposals for improving approaches. 

Additional responsibilities:

  • Ensure collection, analysis, control and use of data for management decision making.  
  • Initiate the development of new tools, methods and approaches in the field of money transfer programs.

General responsibilities:

  • Perform any other work-related tasks and duties as assigned by the immediate supervisor manager.

Requirements for the candidate:

  • Complete higher education (master's or specialist degree) in economics, finance, management, social sciences, international relations, information technology or related fields.  
  • A minimum of 2 years of team and/or program management experience, including work planning, delegation, coordination and monitoring of task execution. 
  • Practical experience in the implementation of cash transfer programs, financial programs or humanitarian programs, including interaction with FSP, preparation of program tools and documents. 
  • Experience of working with international organizations, donors, state structures or as part of interdepartmental working groups. 
  • Experience participating in strategic planning, risk analysis, development of recommendations, and implementation of program or process improvements.
  • In-depth understanding of Cash and Voucher Assistance (CVA) programming approaches and standards in a humanitarian context. 
  • Experience in strategic planning, coordination and management of cash assistance programs at the national or multi-regional level. 
  • Experience in managing teams: setting goals, assigning roles, staff development, performance evaluation. 
  • Knowledge and practical experience of implementing SOPs, operational readiness procedures and rapid response mechanisms. 
  • Experience with beneficiary data: data quality management, deduplication, analytics, reporting. 
  • Skills of interdepartmental and intersectoral coordination, interaction with donors, international organizations and partners. 
  • High skills of analytical thinking, preparation of management decisions, presentations and strategic materials for management. 
  • Ability to work under conditions of high workload, uncertainty and rapid changes in priorities. 
  • Knowledge of the recommendations of CaLP, IFRC, OCHA or other international structures is desirable.
  • Experience of participation in national or inter-organizational CVAs / Cash Working Groups. Understanding of the national legal framework related to social benefits and financial assistance will be an advantage.
  • Fluency in the Ukrainian language.
  • English language proficiency at B1 level and above.
  • Knowledge of other foreign languages ​​will be an advantage.
  • Excellent communication skills.
  • Ability to cooperate and work in a team. 
  • Ability to make decisions.
  • Ability to cooperate with partners/contractors, local organizations will be an advantage.
  • Ability to apply non-standard/innovative solutions in work.
  • Ability to build trust.
