General context in the country:

People in Peril has been present in Ukraine since the tragic events on the Maidan in Kyiv in February 2014, when People in Peril joined the medical efforts and evacuation of civilians from war zones. People in Peril continued to provide project assistance in Ukraine through programs for the provision of asylum, VODH, protection and psychosocial support until the outbreak of full-scale war on February 24, 2022. From the first days of the invasion, PIP SK helped people fleeing the war — first at the borders, and gradually inside Ukraine. Since the start of the war, People in Peril has provided more than €7 million in aid and helped more than 200,000 people in Ukraine and Slovakia.

Currently, the People in Peril team in Ukraine consists of approximately 20 people working in Zakarpattia Oblast , providing protection, shelter and psychosocial support to internally displaced persons (IDPs) and their host communities.

Goal positions:

The head of the financial department oversees the finance and accounting team of the People in Peril program in Ukraine. He/she is responsible for overall financial management, including planning and budgeting, accounting, financial control, reporting. He/she ensures compliance with internal policy and donor requirements, international accounting and financial standards, as well as Ukrainian legislation and donor regulations.

Key Duties and Responsibilities:

Finance and Accounting

    • Develop financial policies and procedures in accordance with international standards, legislation, PIP policies and donor requirements and ensure their compliance in financial department and others departments involved in finance;
    • Execute all financial reporting requirements for internal and external stakeholders, including timely and accurate accounting, perform standard monthly and annual closing procedures;
    • Close liaise with PIP head office, following technical guidelines and seeking support or advice as needed;
    • Ensure effective systems are in placem of financial management and control and their regular review, which includes:

a) Project costs and approved budgets;
 b) Ensuring the correctness of documentation for annual and tax audits ;
 c) Budgeting of country program expenses and joint program expenses;
 d) Accounting and management information systems;
 e) Cash and cash flow management, including management of bank accounts and monitoring of exchange rates (to be developed);
e) Expenditure procedures, especially within procurement;
g) Control of documentation and procedures;
h) Support of the financial management system of partners by training and capacity building;
y) Review of financial systems, policies and procedures of local partners for compliance with donor requirements;
y) Overseeing the preparation of accurate and timely annual financial reports for submission to local authorities;
k) Coordination of internal and external audits and their support.

Budgeting and planning
 
1.           Assist the Head of Organization in the management of PIP resources and projects by: 
a.           Formulation of the distribution of joint costs;
b.           Allocation of resources to support activities;
c.            Providing effective support and guidance to program staff and management team during planning and allocation of funds;
d.           Monitoring the implementation of donor agreements and the use of resources;
e.           Identifying discrepancies between planned funds and their use, conducting analysis and providing recommendations on solutions or redistribution of resources.
2.           Preparation of the annual budget of the Program, as well as project budgets in cooperation with the Regional Director, Program and Operational teams;
3.           Cooperate with the Program Group to provide timely and reliable financial reporting to donors;
4.           Identification and effective management of financial risks. Develop and implement measures to mitigate them;
5.           Develop and monitor the master budget to ensure adequate coverage of all budget items;
6.           Provide accurate information and monitor budget development for new proposals;
7.           Provide support to the Program team and partners in meeting funding needs, including diversification of funding sources;
8.           Ensure that those responsible for the project budget understand and fulfill their responsibilities.


Policy Compliance

1.           To ensure the proper fulfillment of all donor requirements specified in the project agreement;
2.           Ensure compliance with PIP's internal financial management policy;
3.           Optimize the use of resources in the office to make activities as cost-effective as possible;
4.           Work closely with logistics and procurement as well as HR to ensure all financial reporting documents are of appropriate quality and meet reporting requirements.
 
Management and Development of Personnel

1.         Monitor that the finance team is properly staffed;
2.           Monitor that the finance team understands its responsibilities and is able to perform its functions;
3.           Manage the financial team; set expectations, provide leadership and technical support as needed, and regularly evaluate direct reports;
4.           Implement personnel development strategies and performance management systems into the team building process. Implement a result-oriented system and follow-up.

Skills and knowledge required: 

  • Master's degree in finance.
  • At least 2 years of practical work experience in an organization with a complex structure.
  • Experience in managing financial projects and meeting the requirements of various institutional donors.
  • Minimum 2 years of management experience in corporate environment or in international non-governmental organizations (NGOs), including the development and implementation of strategic and operational support services.
  • Excellent leadership and interpersonal skills.
  • Ability to effectively plan and organize a significant workload, which includes various and complex tasks.
  • Experience in preparing for audits, supporting audit processes, as well as working in the field of taxation, tax declarations and tax audits.
  • Strong analytical skills, ability to strategic planning and decision-making, as well as the ability to work with several priorities at the same time.
  • Ability to meet deadlines, anticipate potential obstacles and propose ways to solve them.
  • High level of mastery of basic office programs, in particular Microsoft 365.
  • Strong negotiation and representation skills.
  • Excellent oral and written communication skills.
  • Fluency in English.
  • Availability FOP (third group).
     
    People in Peril offers:
     
    1.            Salary from UAH 95,000 gross/month depending on your experience and PIP salary scale (full-time);
    2.           Opportunities for education, training and capacity development;
    3.           25 days of paid leave annually; additional 3 days in case of illness;
    4.           Reimbursement of travel expenses within Ukraine;
    5.           Active participation in the growth and development of the organization as one of the largest Slovak humanitarian organizations in Ukraine.
  • Place of work: Ukraine, Uzhhorod (Transcarpathia) or Kyiv
  • Working conditions: contract for full-time (40 hours per week)
  • Contract duration: 12 months with a 3-month trial period, possible to extend after 12 months subject to funding
