Basic requirements:

1. Ensuring effective management of the Center
2. Regulatory support of the Center's processes
3. Implementation of the Center's development strategy
4. Formation and organization of procurement of the Center's software systems portfolio

Profile requirements:

1. Ensuring the process of cyber security of the IT infrastructure and the process of monitoring the IT infrastructure (obervability&visability)
2. Assessment and management of cyber security and fault tolerance risks
3. Coordination of the response team to cyber security incidents
4. Cooperation with the managers of the City's ICS in terms of ensuring the appropriate level of cyber security and fault tolerance

Qualification requirements:

1. Experience in a similar position position from 3 years
2. Deep technical knowledge in the field of cyber security and IT network operation
3. Practical experience with SIEM, EDR/XDR, IDS/IPS, PAM, Sandbox, AntiDDoS systems, Deception, Vulnerability, Observability&Visability monitoring
4. Knowledge of current legislation in the direction of cyber security and information protection
5. Knowledge of international standards and recommendations in the field of cyber security/information security (ISO 27001, NIST, CIS Controls, Miter Attack)
6. Availability of practical experience in the investigation and localization of cyber incidents and fault tolerance incidents
7. Availability of technical education (specialty - cyber security or IT)
8. Availability of leadership and management skills team

Additional advantages:

1. Availability of practical experience in ensuring cyber security in local self-government or state authorities
2. Knowledge of the principles of state budget planning , procurement and implementation of projects
3. Certification CISSP, CIPM, CISM, CISRM
4. Practical experience in ensuring cyber security and fault tolerance monitoring Azure.
