TCHU is thousands of people all over Ukraine who make the world a better place every day. /strong> will work under the direct supervision of the Director of Programs and will be responsible for the supervision and monitoring of the implementation of projects in the Red Cross Society of Ukraine. The PMO Leader will play a key role in the development and strengthening of the project office, ensuring that all projects are aligned with the program strategy and goals of the organization. This role includes implementing project management standards, monitoring progress and working closely with operations departments to ensure effective coordination of all projects.

Responsibilities: 

Management and coordination of the Project Office:

  • Organization and ensuring the effective work of two subordinate departments: the department for project implementation and the department for coordinating the portfolio of projects and grants
  • Ensuring clear reporting structure, distribution of responsibilities and tasks between the departments of the Project Office and internal departments of the organization
  • Ensuring compliance with project management standards and internal procedures.

2. Project implementation control:

  • Providing instructions and support to project managers to ensure successful implementation of projects within the budget, deadlines and quality.
  • Tracking the status of projects, identifying risks and the introduction of corrective actions to minimize risks and deviations.
  • Monitoring the implementation of project indicators and their compliance with the program strategies of the organization.
  • Control of costs within the project budget, supervision of financial discipline

3. Control and coordination of the portfolio of projects and grants:

  • Control over the proper maintenance of the project register, ensuring the relevance of information on all active projects and contracts.
  • Supervision of the process of conclusion and administration of contracts, compliance with contractual obligations, etcand interaction with partners.
  • Control over the approval of documentation related to contracts and projects.

4. Development of the Project Office:

  • Implementation of new methodologies and tools to improve project and contract management.
  • Increasing the qualifications of employees of two departments, organization of education and training for project managers and project portfolio coordination specialists.
  • Ensuring continuous improvement of project management processes and procedures.

5. Communication and interaction with other departments:

  • Work closely with programmatic, financial, operational and other departments to ensure proper interaction within projects.
  • Preparation and submission reporting on the status of projects and fulfillment of contractual obligations for senior management.

6. Strategic planning and performance evaluation:

  • Participation in the development of the organization's long-term strategic plans related to project management.
  • Conducting post-completion project performance analysis to evaluate results, study of experience and implementation of improvements in future projects.

8. Partnership and interaction with Donors:

  • Coordination of interaction with donors and other interested parties regarding project implementation.
  • Participation and coordination of donor requirements regarding reporting and project implementation< /li>

Requirements:  

Necessary knowledge and skills:

< ul>
  • Higher education or its equivalent (preferably in the field of project/program management or related fields, in particular, in the social sciences).
  • Three (3) years or more of work experience in the field of project/program management /portfolio of projects in public organizations in a similar position or in a similar organization (experience of working with donors ECHO, USAID, OCHA, BHA, FCDO and others will be a significant advantage).
  • Understanding key practices and standards of humanitarian response (project and program cycle, reporting requirements, principles of work with donor organizations, etc.).
  • Knowledge of methodology and principles of project and program management (preferable in the humanitarian sector)
  • Experience in optimizing business processes
  • Experience in communicating with different categories of people, tact and diplomacy
  • Excellent communication and negotiation skills.
  • General financial, administrative and information skills as well as skills work with information technologies.
  • Ability to practically demonstrate successful experience in all of the key competencies listed above.
  • Ability to work independently with minimal supervision from management, to prioritize when there are multiple work tasks in the conditions fast pace of work, adhere to deadlines, make informed professional decisions.

  • English language at B2 level and above is mandatory.
