Requirements:
- ???Higher education (social sciences, management, administration);
- Free command of the Ukrainian language;
- English language - professional level (not lower than B2);
- Proficiency in modern digital management tools (CRM, BI systems, Excel, Word, Google Drive);
- 8+ years of experience in humanitarian program management;
- Experience of working in INGOs, UN agencies, large national NGOs or consortia;
Experience in crisis, conflict or frontline contexts; - Experience in the positions of Head of Program, Program Manager, Senior Sector Manager;
- In-depth knowledge of Project Cycle Management;
- Practical experience in developing humanitarian programs and donor proposals;
- Understanding humanitarian standards (Sphere, CHS, AAP);
- Experience in working with major donors (CBPF, ECHO, USAID BHA, UN);
- Ability to work with budgets and financial forecasts;
- Strategic programmatic thinking instead of focusing on individual activities;
- Ability to make decisions in conditions of uncertainty;
- Orientation on results, quality and humanitarian legitimacy;
- Ability to work with people strictly to reality and correctly to the team;
- High level of responsibility and autonomy.
Responsibilities:
??Program strategy and humanitarian logic:
- Ensuring the full cycle of program management: from needs assessment to reporting and capitalization of results;
- Participation in needs diagnostics using HNRP, PIN, severity, gap analysis;
- Determining priority geographic areas, target groups and critical sectors in accordance with humanitarian priorities;
- Ensuring that programs are logically justified, technically correct and humanitarian legitimate.
Development of programs and proposals:
- ?Participation in the development of program strategies and annual plans in accordance with the business strategy organization;
- Preparation of technical parts of project proposals, including logical frameworks, theochanges, indicators and results;
- Participation in the financial dimension of programs together with financial and administrative teams;
- Ensuring compliance of programs with the technical requirements of the organization and donor criteria (CBPF, ECHO, USAID BHA, UN agencies, etc.).
Implementation and operational monitoring:
- ?Planning, coordinating and monitoring the implementation of program activities within established deadlines and according to technical standards;
- Close coordination with operational, logistical and administrative units to ensure the implementation of programs (in particular in the sectors of housing, NFI, distribution);
- Development and implementation of program indicators to monitor activities, results and context;
- Using monitoring tools to manage activities, results and changes in the environment;
- Ensuring compliance with internal control and audit procedures.
Quality, adaptability and Accountability:
- Continuously assess program relevance, effectiveness, and feasibility in light of changing context and population needs;
- Initiate and implement program adjustments as needed;
- Ensure program outcomes and impact are achieved;
- Integrate Sphere, CHS, AAP standards into program design and implementation.
Budgets and financial support:
- ?Cooperation with administrative and financial teams on the development of software budgets;
- Monitoring expenditures, budget forecasts and financial compliance of programs;
- Preparation of requests to the Treasury and management of financial needs of programs together with activity managers.
Capitalization and reporting:
- ?Preparation of program capitalization documents in accordance with the internal tools of the organization;
- Preparation of final and interim reports under contracts and their submission to the mission, headquarters and donors;
- Ensuring proper storage and distribution of technical and program documentation;
- Adherence to established formats and deadlines reporting.
Team management and capacity building:
- ?Participation in the selection and hiring of program staff;
- Defining requirements for vacancies and adaptation of job descriptions in accordance with professional standards;
- Onboarding, mentoring and support of employees;
- Conducting training in accordance with operational requirements and identified training needs;
- Managing, supporting and evaluating the effectiveness of the software team;
- Ensuring the team's compliance with security rules.
Representation and communication:
- ?Representing the organization at coordination meetings, forums and platforms related to program activities;
- Maintaining effective communication with local and state authorities, donors, UN agencies and humanitarian partners;
- Responding to requests from headquarters and other internal stakeholders;
- Preparation and maintenance of administrative documents (memorandums, acts of transfer, etc.) in cooperation with communities and partners;
- Immediate notification of events that may affect team safety or program implementation.
