The Eastern Europe Foundation within the framework of the project "Support for Digital Transformation" (DTA), in accordance with the request of the Ministry of Digital Transformation of Ukraine, announces a tender for the search of a contractor for the provision of expert services the head of the international cluster for the analysis of the best solutions in the field of artificial intelligence (hereinafter - AI) and their implementation in the state - AI Center of Excellence (hereinafter - AI CoE).
AI CoE aims to become a leading center of innovation, research and development of AI through the analysis of AI-based solutions and their implementation in public administration and priority sectors of the economy, as well as stimulating the development of Ukrainian AI companies and AI specialists. AI CoE participants, in particular, should become experts with special knowledge and skills needed to ensure the operation of the cluster.
Term of service: 6 months with possible extension.
Format of cooperation: mixed (online / offline). Preference is given to candidates who will be able to work in Kyiv.
Involvement in the provision of services: full.
Main tasks and responsibilities within the contract:
< ul style="font-style: normal; font-weight: 400">- – Developing organizational strategy for AI CoE, setting and achieving long-term goals.
- – Implementation of policies to ensure effective project management and compliance with standards.
- – Management of the Center’s activities, including team building, resource and financial management.
- – Evaluation of the Center’s performance, analysis of results and implementing the necessary adjustments.
- – Creating favorable conditions for the professional development of the team.
- – Development of a strategy for the integration of AI into public administration to increase efficiency and transparency in cooperation with the world’s leading technology companies.
- – Management of the introduction of AI into key digital products of the state with with an emphasis on service automation, data analysis and forecasting.
- – Initiation and management of a portfolio of AI projects, in particular organizational structure and recruiting.
- – Coordination of interdisciplinary teams, which include managers, developers, researchers and administrative staff.
- – Ensuring the successful implementation of projects within the established deadlines and budget.
- - Establishing cooperation with international partners, organizations and experts in the field of AI.
- - Interaction with Ukrainian AI companies to stimulate innovation and strengthen local ecosystem.
- – Presentation of AI CoE at the nationalthem and international conferences, forums and events.
- – Development of public communication strategies to highlight the activities of the Center.
- – Initiation of educational projects and cooperation with educational institutions to train new personnel in the field of AI.
- – Implementation of best international practices and innovative solutions through partnerships.
Requirements for the participants of the competition:
- At least 3 years in management positions, preferably in innovative, R&D or technological companies centers Experience in the public sector is an advantage.
- Higher education in management, technology, economics or related areas. Having a PhD is an advantage.
- In-depth knowledge in the field of artificial intelligence, innovation and digital technologies.
- Experience in managing projects and large teams.
- Well-developed strategic skills planning and organization.
- Communication and negotiation skills to cooperate with key partners.
- Leadership qualities to motivate teams and management them.
- A result-oriented analytical approach in a dynamic environment.
- Deep understanding of AI trends, technological innovations and their application.
- High level of English language proficiency ( C1).
- Experience of cooperation with government institutions and understanding of work in the public sector is an advantage.
- Strong leadership qualities and the ability to motivate a team.
- Strategic thinking with strong planning and execution skills.
- Willingness to work in a fast-paced environment.
