GENERAL INFORMATION

The Non-Technical Survey (NTO) Instructor will engage in response as part of HI Ukraine's comprehensive approach to reducing armed violence and humanitarian demining. including data collection, non-technical survey (NTO), explosive ordnance-related risk education (EORE) and conflict protection and preparedness (CPP). HI plans to implement measures to reduce the scale of armed conflict (NTS) in areas where communities are exposed to the threat of explosive ordnance, according to the results of the needs analysis and terms of reference received by the Mine Action Center. 

HI provides briefings on explosive ordnance and CPP safety to affected communities and humanitarian actors, including emergency responders and volunteers. 

-    Mine and Explosive Ordnance Risk Education (EORE) is an intervention aimed at reducing the risks of injury from exposure to ERW by raising awareness among women, girls, boys and men of their vulnerabilities, societal roles and needs, and promoting behavioral change. 

-  NTO is the collection and analysis of data on the presence, type, location of GNP in a certain area and the environment of the GNP-contaminated territory without the use of technical means of intervention to more effectively determine the places of presence and absence of GNP and support the process of determining priorities and making decisions thatto demining the territory by providing relevant information.

The main activities include providing the public with information on safe behavior, educational and educational activities, as well as establishing relations with the community, collecting data and field visits to assess information about the contamination of the GNP territory and reporting on dangerous areas. 

TASKS / RESPONSIBILITIES

Task 1.Establishing relationships with external stakeholders.

  3. Providing support to the non-technical survey team leader in mobilizing the community for group meetings and interviews with the aim of identifying key informants and gathering information to identify dangerous areas that require NTO activities.
  4. Proposing potential networks, groups and individuals to undergo training as responsible representatives of the community on EORE/CPP issues, as well as humanitarian workers, NGOs and first aid services.

Task 2. Dissemination of messages about EORE and CPP

  1. Assist the Non-Technical Screening Team Leader in delivering EORE and CPP sessions, including classroom, online and train-the-trainer sessions.
  2. Conduct one-on-one EORE/CPP sessions for at-risk groups to motivate people to adopt safer behaviors around the threat of explosive devices and shelling/armed attacks.
  3. Adapting approaches to holding sessions to the needs of the target audience, the instructions of the non-technical survey team leader and the senior project specialist,
  4. Overseeing the creation and development of EORE and CPP materials.
  5. Adherence to HI standard operating procedures with EORE and national standards.

Task 3.  Non-technical survey (NTO)

  1. Providing support to the non-technical survey team leader in collecting relevant data for context analysis (historical and socio-economic data, conflict history, GNPs in use, accidents and their victims) and identifying signs of contamination of the GNP territory during the analytical survey.
  2. Providing support to the non-technical survey team leader in planning the deployment of operations, community meetings, surveys key informants and field visits to perform NTO tasks / survey of dangerous areas.
  3. Implementation of NTO procedures in accordance withwith up-to-date SOPs and guidelines, including case studies, focus groups, key informant interviews, field visits, preliminary mapping, analysis of results, labeling and reporting.  
  4. Collecting information to identify hazardous areas during field activities, drawing up preliminary maps, fixing polygon coordinates, processing drone images, etc. in accordance with SOP. non-technical survey for any malfunctions.

Task 4. Monitoring and evaluation

  1. Conduct pre-testing and post-testing according to SOP.
  2. Collect and archive data on EORE and CPP training conducted using the right tools (e.g. Survey CTO, participant count lists, NTO reports and forms).
  3. Provide recommendations on needs in improving EORE and CPP measures in their area of responsibility, as well as conveying received feedback from beneficiaries to the head of the non-technical survey team.
  4. Conducting analytical studies and consolidating information on the type, degree and severity of pollution impacts of the GNP area to ensure better awareness and proper prioritization of NTO measures.
  5. Collecting and consolidating all relevant information for reporting on hazardous area, including but not limited to information obtained during surveys; coordinates, indicators and measurements obtained using the GPS/compass/rangefinder system; preliminary maps of polygons; with all relevant maps, search operations and images taken by drones.
  6. Adherence to time frames, deadlines, quality standards and SOPs.

Task 5. Facilitating the implementation of the mission of HI in Ukraine

  1. In cooperation with other internal departments of HI, participate in the redirection of the affected population both within the organization and externally.
  2. Participate in relevant program meetings (general program meeting, general base meeting, EORE/NTO team meeting).
  3. Contribute to the development of EORE and NTO related projects.
  4. Always adhere to security and communication SOPs and inform the senior project specialist of any changes in the security context.

 EMPLOYEE CHARACTERISTICS

Qualification:

  • A junior specialist/bachelor's degree in the field of education, civil protection, social work, humanitarian aid, development or a similar field.
  • EORE.

Experience :

  • At least1 year of experience working with conflict-affected communities.
  • Experience in conducting presentations and trainings, preferably on the topics of risk education and safe behavior in conflict and emergency situations.
  • Experience in data analysis, conducting analytical studies and gathering information in the form of surveys, interviews, focus groups
  • Experience in local/international non-governmental organizations or conducting trainings with EORE and NTO will be a plus.

Skills:

  • Fluency in the Ukrainian language (Mandatory!).
  • Independent command of basic functionality: Word, Excel, PowerPoint, Internet, Outlook, operating system;
  • Availability of basic knowledge on informing the population about GNP risks;

  • Ability to work with confidential and sensitive information. 

  • Excellent organizational skills.
