The purpose of PFRU-2 is to provide the Ukrainian state with better conditions for managing the inclusive recovery and revival of Ukraine in partnership with civil society and the private sector in the conditions of Russian aggression.

Main tasks and responsibilities (main functions):

The GIS Specialist, working closely with project teams and the Research and Monitoring, Evaluation and Organizational Learning (MEL) units, will collect spatial data, operate GIS dashboards, and provide practical guidance to improve program targeting, accountability, and communication. As the contact person for the Geospatial Analytics Research Unit, the Specialist will create a corporate GIS data architecture and will promote innovative analysis methods.Specific responsibilities of this position:

  • Collection, compilation, cleaning and maintenance of vector and raster data sets (administrative boundaries, population, presence of projects, etc.).
  • Development and implementation of metadata standards, naming rules, data storage protocols in ArcGIS (or other similar systems).
  • Creation of high-quality static maps, interactive web maps and information panels (ArcGIS, Power BI, Tableau).
  • Maintenance of spatial statistics (hotspots, proximity to the front line, number of combat operations, terrain analysis, sensor data, etc.).
  • Reconciliation of geospatial results with indicator matrices; automation of field data aggregation into spatial databases. Support for development of KPE with geospatial reference and visualization of results for reporting to donors. maps during crises or on urgent request based on satellite/drone imagery and open data.
  • Management of licenses and service contracts for ArcGIS, satellite imagery and specialized plug-ins; communication with vendors regarding renewals and technical support.
  • Creation, maintenance and updating of other consolidated tables and datasets for PFRU purposes (including data from ACLED).
  • Training project teams and providing support on basic GIS usage, data collection, spatial storytelling, etc. Development of standard operating procedures (SOPs) or short guides for typical GIS tasks

Qualifications:

  • Bachelor's degree (preferably Master's) in geography, statistics, data science, environmental science or related field.
  • Experience: 3+ years of applied GIS, preferably in in the context of international development or humanitarian activities.
  • Free use of ArcGIS Pro, ArcGIS Online, QGIS; knowledge of BI systems (Power BI or Tableau); basic SQL skills, writing scripts (RStudio, Python).
  • Proven ability to develop and perform spatial analysis, manage large data sets, automate work processes.
  • Fluent command of Ukrainian and English (written and spoken).
  • Experience with donor programs (FCDO, USAID, EU, etc.) is desirable.

Term of Employment / LOE:

Six months, total engagement (LOE) - 90 working days.

Background 

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression.

Principal Services and Responsibilities (Essential Functions):

In close collaboration with project teams, Research and MEL, the GIS Specialist will collect spatial data, maintain GIS dashboards and provide actionable insights that enhance programme targeting, accountability, and communication. Acting as Research Team focal point for geospatial intelligence, the specialist will establish enterprise?level GIS data architecture and champion innovative analysis methods. Specific responsibilities for the role:

  • Collect, compile, clean and maintain vector and raster datasets (administrative boundaries, population, project presence etc.).
  • Develop and enforce metadata standards, naming conventions and data?storage protocols on ArcGIS (or other similar systems)
  • Produce high?quality static maps, interactive web maps and dashboards (ArcGIS, Power BI, Tableau).
  • Conduct spatial statistics (hot?spot, proximity to the battlefield, N of hostilities, terrain analysis, sensor data, etc.).
  • Align geospatial outputs with indicator frameworks; automate aggregation of field data into spatial databases. Support development of geo?referenced KPIs and outcome visualisations for donor reporting.
  • Deliver rapid situational maps during crises or urgent ad hoc equests, leveraging satellite/ UAV imagery and open data.
  • Manage licenses and service contracts for ArcGIS, satellite imagery, and specialised plugins; liaise with vendors for renewals and technical support.
  • Create, maintain and update other consolidated spreadsheets and datasets for PFRU purposes (including data from the ACLED)
  • Train project teams and provide ad hoc support on basic GIS, data collection, map reading, spatial storytelling, etc. Draft Standard Operating Procedures (SOPs) or quick?reference guides for common GIS tasks.
  • Ensure all geospatial data handling complies with GDPR, donor regulations andChemonics’ data?protection policies. Champion responsible use of location data, particularly regarding vulnerable populations.

  • Demonstrated ability to design and execute spatial analyses, manage large datasets and automate workflows.
  • Ukrainian and English fluency (written & spoken).
