JOB PURPOSE

The Financial Specialist will be responsible for managing financial operations of Lumos Ukraine’s Kyiv office, supporting mobile team activities, and ensuring compliance with donor (e.g., OCHA, UHF, UBS-OF etc) and internal Lumos procedures. The role will also ensure adequate financial documentation and support to Sub-IPs.

Key Responsibilities

• Maintain accurate and timely financial documentation, including vouchers, invoices, and receipts in accordance with Lumos and donor requirements.

• Support preparation and reconciliation of monthly financial reports, cash forecasts, and expenditure tracking.

• Provide financial input to budgeting processes and ensure adherence to budget lines during implementation.

• Maintain records of financial documentation related to mobile units (travel, logistics, equipment).

• Provide administrative and documentation support during financial audits, spot checks, and donor reviews.

• Control Sub-IP financial reporting: verify reports, supporting documents, and monitor compliance.

• Ensure timely disbursement and reconciliation of funds to Sub-IPs.

• Work closely with the procurement and programme team to ensure budget compliance and cost-effectiveness.

• Update fixed asset register and ensure financial documentation related to asset management is in place.

• Participate in internal coordination meetings as required.

Expected Deliverables

• Monthly budget vs actual reports.

• Verified and documented Sub-IP financial reports.

• Timely submission of donor-specific financial reports.

• Updated documentation of mobile team expenses and travel logs.

• Audit-ready financial records in line with Lumos policies.

Required Qualifications and Experience

• Bachelor’s or Master’s degree in Finance, Accounting, Economics, or related field.

• At least 3–5 years of experience in finance or accounting, preferably in a humanitarian or development context.

• Experience in donor compliance and reporting (especially USAID, UN agencies or UHF/OCHA-funded projects).

• Strong knowledge of Ukrainian financial legislation and tax requirements.

• Proficiency in Excel and financial/accounting software.

• Strong organizational skills, attention to detail, and the ability to work independently.

• Fluency in Ukrainian and working knowledge of English.

Special Conditions

• Payments will be made monthly based on timesheets and deliverables.

• The Consultant must adhere to Lumos safeguarding, data protection and other policies.
