Background

During 2022, HELVETAS initiated the provision of emergency assistance. We are currently building our operational presence to provide a comprehensive response to the ongoing humanitarian crisis. HELVETAS plans to work in Ukraine for the next 5 years.
Purpose of appointment
The purpose of the position is to ensure the availability and proper functioning of the necessary support structure of the financial department.
Objectives, key duties:
Responsible for the financial management of Helvetas in Ukraine:
- Ensure adaptation and functioning of quality systems of funding and administration of humanitarian programs in Ukraine.
- Determine and ensure updates of annual financial response plans
- Ensuring accounting, including verification of all fund transfers, development and implementation of office and project budgets, financial planning and liquidity planning, financial reporting and auditing.
- Overseeing the timely preparation of monthly budget reports, as well as quarterly and annual reports, including monthly financial and management reports.
- Define and implement financial risk management practices and ensure compliance with donor financial requirements for project offices
- Ensure functioning of bank accounts and maintain archival systems for supporting documents.

Organize support and provide oversight of partner financial management:
Work assignment 10%:< /p>
- Visit project partners in Ukraine to conduct financial capacity assessment and comprehensive checks. Conducting random inspections and analysis of financial systems
- Check accounts and financial statements of partners for compliance with requirements, control expenses and cash flows in accordance with agreements with the partner
- Provide support to partners in conducting trainings and other capacity development activities.
Responsible for the implementation of administration processes:
- Support of the Ukrainian office in regulatory issues, including registration, tax obligations, etc.
Compliance process management:
- Ensuring compliance with internal procedures Helvetas, as well as the national legislative and regulatory framework, rules and requirements of donors.
Logistics/travel
Helvetas covers travel expenses within countries.
Requirements for the candidate:
Education, training and professional development:
- Higher education or diploma of higher education in the specialty "Financial management and accounting", work experience in the specialty is less than 5 years.
- Professional experience, life experience: At least 5 years of work experience in similar position/level with focus on financial management.
- Experience of working with institutional donors such as SDC, UN, SIDA, BMZ is strong an advantage.
- Organizational and methodological competencies: flexibility, innovation and sensitivity to cultural values of a leader, able to mentor and train a team.
- Leadership competencies: Demonstrated leadership and management skills; ability to train and support staff and develop team spirit.
- Proven knowledge of humanitarian donor requirements
Social and interpersonal skills: Strong interpersonal skills including patience, diplomacy and willingness to listen. - High stability and ability to work under pressure and in difficult (unstable) conditions.
Knowledge of languages: - Required: Ukrainian, English languages
IT skills: Advanced IT skills and relevant accounting software
