Study, control and awareness of changes and/or modifications of tax legislation and timely notification of the financial coordinator when such changes occur. If necessary - providing advice on changes in procedures for compliance with local tax legislation and regulations.

Conduct appropriate financial training for financial and non -financial staff.

Supervision of reconciliation of bank accounts and cash in the office. Ensure permanent cash for CI programs and operations in Ukraine.

To guarantee that the financial statements of the partner and the supporting documents are relevant and properly stored in accordance with the requirements of SCI and donors. This will include visits, office checks and other relevant methods. Ensure that the recommendations are made in agreement with a partner.

KEY AREAS OF ACCOUNTABILITY :  

Planning and Budgeting

  • Ensure preparation of monthly and annual reports to local Tax Department in accordance with local law regulations and requirements.
  • Oversee obligations of all tax related issues including staff and contractors’ income tax, VAT (if applicable), social security payments and other tax obligation.  
  • Continuously study, follow up and always be aware of changes and/or modification of tax legislation and report to the Finance Coordinator when such changes take place. If required, advise on changes in procedures to comply with local tax law and regulations.
  • Provide costing information and analysis for new proposal development

 Financial Accounting, Reporting, and Control

  • Contribute to development of expenditure procedures, procurement and control procedures; conduct relevant finance training for finance and non-finance staff. 
  • Ensure maintenance of financial management system (Agresso), including timely posting of all transactions and reconciliation of balances.
  • Support the Finance Coordinator with development and adaptation of finance policies and procedures to maintain well-controlled environment and segregation of duties.
  • Oversee bank account and office cash reconciliations. Ensure availability of cash for the Ukraine CO programs and operations at all times.
  • Provide support during financial audits including internal or external audits.
  • Conduct training to local partners on financial management system, donor and local authorities reporting. Perform periodic monitoring visits to sub-awardees.

Partnership Development and Management

  • Lead on reviewing partner advance requests and financial reports alongside programme team members and ensure that SCI and Donor requirements are being met.Monitor partners’ settlements and advances, report to Line Manager of any issues
  • Support Finance Coordinator to Ensure donor/ SCI regulations and financial, fraud awareness policies and procedures are clearly communicated to partner staff, they are well understood, and all activities meet donor/ SCI requirements
  • Review SCI records ensuring that partner financial reporting and Supporting documents is up to date and properly maintained, in accordance with SCI and donor requirements.   This includes both desk reviews and voucher reviews. and provide feedback to the partner in consultation with the Finance Coordinator as appropriate.
  • Lead an ongoing process to appraise partner organisations financial controls and systems in line with the SCI partner governance and finance manual.  This will include field visits, desk audits and other methods as appropriate. Ensure recommendations are implemented in agreement with the partner.
  • Provide support to the finance and accounts departments of partner organisations to enable them to produce and submit accurate expenditure reports. Support will include design of accounting and reporting systems, design of spreadsheets, training and on-going financial guidance. 
  • Participate in all programme team meetings to ensure a full understanding of all programme work and any financial implications arising.
  • Work closely with any outsourced support to ensure that the quality and costs meet SCI standards and policies. Coordinate in close contact with the WAO Finance Coordinator and Partnership Coordinator all internal and external audits and reviews.

  • Support the FC in recruitment of new staff members for Finance Unit. Provide guidance and on-the-job training to the new staff.
