Position Summary

We are seeking a highly skilled and motivated Finance Adviser to join the Rehab4U team in supporting the National Health Service of Ukraine (NHSU) in enhancing rehabilitation services. The role involves providing financial expertise, conducting data analysis, and offering technical assistance to strengthen the financial sustainability and strategic purchasing of inpatient and outpatient rehabilitation services.

The successful candidate will collaborate closely with NHSU, the Ministry of Health (MOH), and other stakeholders to improve financial planning, service costing, and procurement processes in the rehabilitation sector.

Expected Duties and Responsibilities  

Financial Planning & Cost Analysis

  • Advise NHSU on financial planning, budgeting, and resource allocation for rehabilitation services.
  • Analyze financial data to support evidence-based decision-making in rehabilitation financing.
  • Monitor and evaluate the financial performance of rehabilitation programs and initiatives.
  • Provide recommendations to optimize funding and enhance cost-efficiency in service delivery.

Technical Assistance & Strategic Development

  • Assist in developing a costing methodology for inpatient and outpatient rehabilitation services.
  • Provide expert guidance on new rehabilitation service development and funding models.
  • Collect and analyze cost data on outpatient and inpatient rehabilitation packages under the Program of Medical Guarantees (PMG).
  • Support NHSU in formulating procurement requirements and monitoring provider effectiveness.

Minimum Qualifications and Experience

  • Advanced degree in Finance, Economics, Health Economics, Public Health, or a related field.
  • Proven experience in financial analysis, costing studies, or health finance, preferably in the healthcare or rehabilitation sector.
  • Strong knowledge of data analytics and proficiency in relevant tools (e.g., Excel, statistical software).
  • Familiarity with healthcare systems, strategic purchasing, and procurement processes is an advantage.
  • Excellent communication and presentation skills, with the ability to convey complex financial concepts to diverse stakeholders.
  • Understanding of legal and regulatory frameworks related to health finance.
  • Fluency in Ukrainian is required; proficiency in English is an advantage.
