EMERGENCY is supporting Primary Health Care in Donetsk Oblast, Ukraine, since 2024. 

Contract Duration: Until September 30, 2026 (renewal subject to performance evaluation/funding). 

Location: Based in Blyznyuky, with regular field visits within Donetsk Oblast (primarily Oleksandrivska Hromada), Kharkivska Oblast, and Dnipropetrovska Oblast. 

Working hours: full time. 

Deadline: No fixed deadline; the position remains open until a suitable candidate is found. 

Start Date: Immediate availability. 

Reporting to: Field Coordinator (FC) 

PURPOSE OF THE POSITION AND RESPONSIBILITIES 

The Field Officer (FO) supports the delivery and quality of primary health care activities in supported clinics and ensures effective integration of Community Health Worker activities within the clinic workflow. The role acts as the day-to-day liaison with clinic supervisors and local health counterparts, helping align community-level work with facility-based services, referrals, and follow up. 

Core coordination and liaison 

  • Maintain regular coordination with primary care clinic supervisors and local health counterparts to plan activities and solve operational issues; 

  • Monitor implementation of clinical activities delivered at clinic level, flag gaps or inconsistencies, and support corrective actions with clinic supervisors and the Field Coordinator 

  • Support integration of CHWs into clinic processes, including referral pathways, feedback loops, follow up mechanisms, and coordination between CHWs, nurses, feldshers, and doctors; 

  • Strengthen communication between clinics and CHWs so needs identified at household level are addressed at facility level, with outcomes documented when relevant; 

Quality assurance and capacity building 

  • Monitor implementation quality against guidelines and SOPs for clinic and community activities, identify gaps, and support corrective actions; 

  • Provide ongoing coaching and supportive supervision during field visits, helping CHWs and clinic teams apply SOPs in practice and escalating clinical or operational issues to the relevant supervisors when needed; 

  • Deliver and coordinate training sessions for CHWs and clinic staff in line with the training plan agreed with the Field Coordinator, Program Coordinator and PHC Focal Point, including refreshers on referral pathways, follow up, documentation, and patient communication;  

  • Develop and use simple training evaluation materials, such as pre and post-tests, skills checklists, and short feedback forms, and compile results to inform coaching needs and future training plans; 

Facility readiness and supplies 

  • During field visits, assess facility conditions and flag needed repairs, minor improvements, or equipment needs, coordinating follow up with the relevant internal focal points; 

  • Track availability of essential drugs and consumables at clinic level, identify risks of stockouts, and coordinate with logistics and procurement colleagues to support timely replenishment and effective procurement processes; 

Specific initiatives to follow up 

  • Screening activities implemented with local academic partners, ensuring smooth coordination between mobile teams, clinics, and CHWs, monitoring that workflows are aligned and functioning in unison, and that patients are linked to an ongoing pathway of care through referral and follow up. 

  • Mental health and psychosocial support activities, ensuring referral pathways, documentation, and coordination between CHWs, clinic staff, and the MHPSS team; 

  • Telemedicine workflows, supporting implementation at facility level and coordination between clinic teams and technical focal points, including basic troubleshooting and escalation when needed; 

  • Continuing Medical Education (CME) sessions, coordinating with Karazin University to support the planning and implementation of capacity-buildingsessions for healthcare staff, ensuring alignment with programe priorities and local service needs; 

Safety, access, and reporting 

  • Coordinate field movements with the Field Coordinator and security focal points, and report promptly any incidents, access constraints, or delays; 

  • Provide concise field updates to the team, including key achievements, bottlenecks, and recommendations to improve service delivery and coordination. 

MINIMUM REQUIREMENTS 

  • Diploma or degree in medicine, nursing or related health field. 

  • Good command of English. 

  • Fluency in Ukrainian and Russian is mandatory;  

  • Proficiency in basic computer applications (e.g., MS Office, Outlook). 

  • Valid driver’s license. 

  • Willingness and ability to travel frequently to field locations. 

  • Adaptability, flexibility, and responsiveness. 

  • Strong managerial, supervisory, and communication skills. 

  • Cultural sensitivity and the ability to work effectively with diverse teams. 

  • Attention to detail and commitment to professional growth and continuous learning.
