Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right. Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine. MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases. One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.Providing support to the Field Coordinator in the security management and the coordination tasks, contributing to the context analysis, MDM Spain team & assets safety and security monitoring and follow-up, ensuring a smooth relation with local and national authorities, providing translations and interpreting according to MDM protocols, standards and procedures in order to ensure the smooth running of the project. Base location is Zaporizhia with possibility of business travel to Dnipro base and other areas of Ukraine. Essential fluency to English and Ukrainian languages.AccountabilitiesMonitoring, analysing and reporting on key issues (security, risk, etc.) to the Field Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision making processes. Maintaining the security database and providing a biweekly context analysis based on recent incidents and developments. Monitoring, following-up and ensuring the safety and security of MDM Spain team and assets in the absence of Field Coordinator.Assisting in exploratory missions and assessments as needed and participating in the development of security plansPreparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment. Ensuring regular security briefings/trainings of assessment team, drivers, and guards in consultation with the Field Coordinator.Translating and reviewing documents and acting as an interpreter when needed. Assisting the Field Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.Assisting the Field Coordinator in monitoring the MEAL component: projects targets and activities per donors/grants. Ensuring that the activities are running according to the MDM Spain and donors/grants standards and procedures. Assisting the Field Coordinator in programs running and proposals to donors.Participating in Human Resources processes and follow up on it as delegated by field coordinator. Acting as a back up in the absence of logistics officer.Assisting the Field Coordinator in Internal and External Communication sessions and events about MDM (for National staff, the Ministry of Health staff, as well as local authorities, community leader, military actors, security forces) in order to improve awareness, understanding of MDM principles and services and public opinion adhesion. Write meeting minutes and contribute to the meeting logbook.Representing MDM Spain externally together with the Field Coordinator or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the Field Coordinator and based on beforehand agreed messaging. Assisting in safeguarding and promoting MDM Spain image externally.Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.) and filing and updating field contacts and correspondence in order to ensure information sources accuracy and its availability on regular basis.
