SALAR International
Swedish Support Program for Decentralization and Recovery Reforms in Ukraine, 2024-2028< /p>
SALAR International has been working in Ukraine since 2014, supporting the decentralization process through three main initiatives aimed at building a reliable multi-level governance system, increasing accessibility and the quality of services at the local level, as well as the strengthening of international cooperation between municipalities of Ukraine and the EU. After the full-scale invasion, SALAR International joined the crisis support of Ukrainian communities, providing them with material aid.
Description of context
SALAR International has completed its ongoing projects in Ukraine (DSP and PROSTO), which were started before the full-scale invasion . To respond to the changing needs of Ukrainian municipalities and national actors during the war, a new multi-level program was launched, which will be financed by the Swedish International Development and Cooperation Agency (Sida).
SALAR International is currently at the stage of preparing a new Program, the start of implementation is planned for July or August 2024. The program is designed for four years, but so far activities are planned for the first 24 months.
The program is aimed at both short-term and long-term work, focusing on on solving the needs of the system of multi-level governance in Ukraine, simultaneously strengthening the ability of communities to provide public services and the direct participation of communities in the processes of recovery and reconstruction in accordance with the requirements of joining the EU.
The program will consist of two components: one will focus on policy and cooperation with national actors, the other will provide direct support to communities. In addition, the Program will cover five thematic areas: education, fiscal decentralization and budgeting, provision of administrative services, recovery under the leadership of local authorities, as well as international community cooperation.
The program will provide material support for the crisis needs of communities and coordinate with other international actors the financing of recovery plans.
Organizational structure
The program is a joint Swedish-Ukrainian initiative with management structures in Stockholm and Kyiv. This promotes a horizontal organizational structure, which provides for a high level of autonomy and responsibility of the experts involved, as well as the active participation and level of involvement of local partners, such as stakeholders at the national level and communities of Ukraine.
It is expected that more than 50 people prwill work in Ukraine full-time in various thematic teams and joint departments. The Program office is located in Kyiv, the Program will work in all regions controlled by the Government of Ukraine.
Role Description
The veteran integration expert is responsible for developing strategies and implementing initiatives that take experience and needs into account veterans in the support provided by the Program for the Communities of Ukraine. This position is aimed at ensuring the effective integration of veteran issues into the activities of local authorities regarding recovery and development, provision of services, veterans' reintegration programs, prevention of gender-based violence to increase the resilience and sustainable development of war-affected communities.

Terms of Employment
A contract will be signed between SALAR International and the consultant to provide of consulting services, which will detail the terms of employment for this position. Please note that this position is not for hire, which means that applicants must be self-employed (or be prepared to register as a Sole Proprietorship) and are responsible for paying all applicable taxes, fees and insurance contributions. in Ukraine. A competitive remuneration will be offered to the successful candidate. Life and travel insurance is provided for those traveling within Ukraine.
Duration:22 months, 50-100%. Physical presence at the Program office is partially required.
