Ukrainian Network for Children's Rights (hereinafter - UMPD) was created to consolidate efforts and improve coordination between civil society organizations in Ukraine, and their influence on state policy in the field of ensuring children's rights.

The purpose of engaging an expert

Ensuring an independent professional assessment of an analytical report on the capacity of the personnel potential of the social sector in the field of child protection in order to increase its quality, methodological soundness, compliance with the Ukrainian legal context and practical suitability for use by state authorities, local self-government and development partners.

Main tasks of the expert

  • Analyze the content of the report for logical consistency between the purpose of the research, methodology, results, conclusions and recommendations;
  • Evaluate the quality and appropriateness of the used research methods, in particular the multi-method approach, as well as the transparency and completeness of the description of the research tools;
  • Provide professional feedback on the structure of the report, data presentation, scope and format of the Summary, as well as compliance with professional standards of analytical reporting;
  • Check the conformity of terminology, interpretations and recommendations current legislation and institutional realities of Ukraine in the field of social services and child protection;
  • Evaluate the validity and feasibility of the recommendations, in particular their compliance with empirical data, available personnel resources and the existing political and legal framework;
  • Provide specific, practically oriented proposals for finalizing the report in order to increase its analytical value and applied use.

Requirements for expert

  • Higher education in social work, social policy, public administration or related fields; academic degree or equivalent level of expertise is an advantage;
  • In-depth knowledge of the child protection and social services system in Ukraine, including current legislation, institutional architecture and practices at the national and local levels;
  • Experience in conducting or reviewing analytical studies, capacity assessments and policy-oriented reports;
  • Understanding international approaches and frameworks in the field of human resources development potential of the social sector and the ability to critically adapt them to the Ukrainian context;
  • Analytical thinking, the ability to identify methodological and conceptual inconsistencies, as well as formulate clear, reasoned and practical recommendations;
  • High level of written professional communication in Ukrainian and/or English.
