Ukrainian Network for Children's Rights (hereinafter - UMPD)created to consolidate efforts and improve coordination between civil society organizations in Ukraine and their influence on state policy in the field of child rights.

Duties:

-development of detailed programs and presentations for conducting webinars, which cover key aspects of the process of determining the needs of the population in social services, including methods of data collection, assessment tools, methods of analysis and formation of conclusions;

-conducting webinars for local coordinators and working groups of communities of Volyn region (Holobsk, Kamin-Kashirsk, Lokachynsk, Manevytsk, Olytsk, Pidgaitsivsk, Rozhishchensk, Poromivsk, Turiya and Ustylusk) regarding the procedure determining the needs of the population in social services, taking into account the assessment of available resources, limitations, local characteristics and the context of the community;

-assistance in assessing the needs of the communities of the Volyn region (Holobsk, Kamin-Kashirsk, Lokachynsk, Manevytsk, Olytsk, Pidgaitsivsk, Rozhishchensk, Poromivsk, Turiya and Ustiluzka) in social services, in accordance with the current legislation of Ukraine, with taking into account the specifics of territorial communities and their socio-economic characteristics;

- performing an analysis of the current state of social services in communities, including availability, efficiency, insufficiency or redundancy of services based on available information about social services in communities (documents, previous reports, research, statistics)< /p>

- conducting expert work through online questionnaires, surveys among families with children in order to collect data about their needs in social services, processing and systematization of data, forming a report based on the results of the work;

-conducting a qualitative study of existing social services in the communities of the Volyn region (Holobska, Kamin-Kashirska, Lokachynska, Manevytska, Olytska, Pidgaitsivska, Rozhishchenska, Poromivska, Turiya and Ustiluzka) with the participation of local experts through online interviews and focus groups with representatives of local self-government bodies, specialists in social work, recipients social services and other experts in the field of social services to collect and analyze information on the interaction of citizens with existing social services and identify problems in their accessibility and quality, taking into account the assessment of available resources, limitations, local characteristics and contextcommunities;

- holding a two-day training on determining the needs of the community in social services (after collecting all data, conducting qualitative research) in the context of each community separately, to analyze the results of the assessment of the community's needs in social services and develop effective strategies to meet these needs;

- preparation of the final report on the completed work, which includes a summary of the results, data analysis, recommendations for improving social services for each community, proposals for further steps, preparation of a general report on all activities carried out.

Requirements:

- higher education in the relevant field;

- general experience in the field of social services and social work, or related fields of 5-10 years;

-proven experience of monitoring needs assessment and coordination of working groups in the field of needs assessment and development of social services;

-knowledge and understanding of the sphere of social protection, child rights protection system, provision of social services, social work in communities;

-understanding of decentralization processes, the powers of local self-government bodies and the capacity of communities;

-positive work experience in the field of determining the needs of the population in social services;

Willingness to provide expert support to the communities of Golobska, Kamin-Kashirska, Lokachynska, Manevytska, Olytska, Pidgaitsivska, Rozhyschenska, Poromivska, Turiya and Ustiluzka communities of the Volyn region for qualitative research and assessment of needs in accordance with the project.< /p>
