Description of context

To respond to the changing needs and cooperation (Sida) and Salar International is implemented. The program is designed for four years, but while the activity is scheduled for the first 24 months.

Polaris program is aimed at both short-term and long-term support, Focusing on solving the needs of the multi -level government system, in parallel, enhancing the ability of communities to provide public services and participate directly in the processes of restoration and reconstruction, in accordance with the requirements of accession to the EU. One component of the program involves cooperation with national entities and policy issues, while the other focuses on providing direct support to local self-government.
