Expert for providing services for assessing the level of digital readiness of communities in Fond Shidna Evropa

The international charitable organization "Eastern Europe Foundation" within the framework of the implementation of the Swiss-Ukrainian program "Electronic governance for government accountability and community participation (EGAP)" announces a competitive selection for search for expert(s) to provide services for assessing the level of digital readiness of communities.

Program EGAP, implemented by the Eastern Europe Fund and the Innovabridge Fund in partnership with the Ministry of Digital Transformation of Ukraine and financed by the Swiss Agency for Development and Cooperation, is aimed at using the latest information and communication technologies to improve the quality of governance, improve the interaction between authorities and citizens, and promote social innovation in Ukraine.

Basic tasks:

• develop and coordinate with the customer the methodology for assessing the level of digital readiness of the community, taking into account the previous work of the Ministry of Digital Transformation of Ukraine and the EGAP Program;
• to conduct an assessment of the level of digital readiness of the community in accordance with the agreed methodology, in particular by developing a SWOT analysis, in 50 territorial communities of Vinnytsia, Volyn, Dnipropetrovsk, Odesa, Sumy, Kherson, Khmelnytskyi and Chernihiv regions. Plan and sequence of implementation evaluations will be agreed with the Customer (please note that within the scope of the competition it is possible to select several experts);
• prepare a report with recommendations on digital development priorities for each community separately (according to the template agreed with the Customer).

We draw your attention to the fact that as part of the evaluation of the level of digital readiness of communities, field trips to communities are planned (the list of communities will be provided to selected experts).

Requirements for experts:

• understanding of legislation in the field of digitalization at the national level, as well as the specifics of digitalization at the local, regional and national levels;
• experience in the development of informatization programs and other strategic documents in the field of digital transformation and local/regional development at the local and regional level will be an advantage;
• understanding of the situation in the regions, experience of interaction with representatives of local self-government bodies;
• fluency in the Ukrainian language, literacy;
• ability to work with information and the ability to systematize it;
• high level of self-organization;
• ability to work under limited time;
• ability to see the long-term perspective of community development and to form a strategic direction of digital transformation in communities.
