Assignment

Under operational and technical guidance of the Line Project Coordinator is responsible for ensuring proper implementation of ACTED's livelihoods project (Emergency livelihoods).

The Project Manager oversees field operations and ensures effective and timely completion of activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries. The Project Manager supervises the project staff in day-to-day management of all aspects of the projects under his/her responsibility and liaises with relevant internal departments and external partners and project stakeholders.

< em>The Project Manager will report to and receive technical support and guidance from the Project Coordinator and Technical Coordinator on Economic Security, and is line managed by the Area Coordinator, East.

The position is based in Kharkiv, with regular travel to Kyiv (potentially including extended visits to other regions of implementation).

DUTIES AND RESPONSIBILITIES 

1. Project Planning

Develop overall project implementation strategy for the remaining period (1 year), systems, approaches, tools, and materials. Plan the various stages of project implementation and set direction for prioritizing and organizing activities and resources to achieve project objectives

2. Project implementation Follow-up

Oversee and manage the timely implementation of the projects ensuring that technical quality and standards are considered and respected during project(s) implementation. Ensure budget utilization and physical target achievements are reviewed at least once a month as per work plan. Financial, and Operational Management of Project implementation

  • Ensure appropriate record keeping, and transparent financial and logistical planning and management of the projects under his/her supervision.
  • Manage project teams and recruitment as necessary.
  • Ensure compliance with ASTED security policies during project implementation.

4.  External Relations

Ensure appropriate community outreach; coordination with IosaI authorities and coordination groups (FSL Cluster/CWG).

REQUIREMENTS

  • At least 2 years' experience in humanitarian aid in a mamanagement position. 
  • Experience in management of economic security program
  • Fluent in English, Russian and Ukrainian. 
  • Data management skills (Express, Outlook etc.).
  • High level of flexibility and motivation.
