Purpose of the position:

The NFI subject matter expert will oversee and manage all aspects of operational planning, implementation and monitoring related to distribution in the regional office. Priority sectors include Shelter, Water, Sanitation and Hygiene (WASH), Non-Food Items (NFI) and, where appropriate, Child Protection (CP), Education and the Food Security Team and means of livelihood (FSL). The NFI Expert will be responsible for the follow-up of in-kind/cash allocations related to Shelter, WASH and NFI.  

In addition, he/she will provide support in the evaluation, implementation, monitoring and reporting of the current and future Shelter, WASH and NFI programs of SCI in the regions of Ukraine, and will also maintain contact with external stakeholders (Cluster, partners, other non-governmental organizations and local authorities) and represent SCI in relevant working groups and coordination meetings. He/she will ensure the technical relevance of Shelter, WASH and NFI interventions in line with SCI's Strategic Response Plan. He/she will ensure the technical relevance of Shelter, WASH and NFI activities in line with SCI's Strategic Response Plan. The NFI Subject Matter Expert will be responsible for ensuring that all aspects of the work are carried out in accordance with Save the Children policies.  In the event of an additional humanitarian emergency, the individual in this role will be expected to work outside of their normal profile and be able to adjust their working hours accordingly. 

Key areas of responsibility:

Project Management

  • Participate in and contribute to the development of Advanced Implementation Plans, Procurement Plans , staffing plans, tracking plans, monitoring plans and ensure timely implementation of activities in accordance with plans related to the project in which it participates.
  • Participate in and contribute to emergency preparedness planning and emergency response.
  •  

    Work closely with the Safety and Security (S&S) team and consider SCI's S&S policy when planning and implementing projects.

  • Management and supervision of project implementation and quality in the field of Shelter, WASH and NFI (in material and monetary form). As well as participation in needs assessment and development of approaches within Shelter, WASH and NFI programming in the east of the country. 

  • Support planning and distribution as needed special sets for CP, Education and FSL.  

  • Ensuring consistency of methodology and quality of implementation . 

  • Ensure integration of Shelter, WASH programs and NFI (including internal and external referral, joint needs assessment, joint response, etc.) with other SCI sectors (FSL/CVA, CP and Education). 

  • Ensure proper monitoring of implementation quality by regular site visits and assessment of quality benchmarks. 

  • - Ensuring proper data collection, reliability of data and timely provision of it to the MEAL team. 

  • Under the supervision of the PM, facilitate monitoring budget/expenses based on implementation plans; and contribute to the analysis of Budget and Actual Expenditure (BVA) reports to assess any discrepancies and ensure timely utilization of funds. 

  • In close coordination with the MEAL department analyze information to select event locations, and analyze and evaluate monitoring data to understand the impact of projects and identify lessons learned for future programs. 

  • Regularly maintain contact with finance, supply, human resources and administration to ensure the programs are functioning properly. 

  • Improving procedures by providing collected data from locations or feedback to implement Shelter, WASH and NFI programs in accordance with SCI principles and standards, SOPs, guidelines, etc.  

  • Implement tailored solutions for Shelter, WASH and NFI for different areas and types of activities, taking into account cluster strategy standards (Shelter/NFI and WASH), standards of Ukraine, special needs and protection needs, as well as gender integration and integration of people with disabilities. 

  • Ensuring proper documentation and storage of information on Shelter, WASH and NFI and ensuring that the database on Shelter, WASH and NFI is updated with all information and activity data. 

  • Ensuring compliance of territory mapping, drafting shortlisting of areas and properties, and identification and selection of beneficiaries for assistance in accordance with program guidelines. 

  • Assessment and identification of beneficiaries. Liaise with affected communities and ensure adequate awareness, communication, sensitization, mobilization and feedback collection. 

  • Contribute to the preparation of reports for donors and ensure the quality of internal reporting and its compliance with Save the Children processes. 

  • Timely prepare reports for internal and external use. 

  • Promote and share ideas for improvement and necessary changes in activities (if necessary)

Team Management and Capacity Development

  • Identify staffing needs and participate in recruitment processes when it is necessary

  • Be responsible for own performance and team development in accordance with the SCI guiding principles "Develop to Perform"< /p>

  • Monitor the team's compliance with work plans

Partnership Management

  • Ensuring capacity building of local partners implementing activities in the areas of Shelter, WASH and NFI. 

  • Responsible for managing partnerships to ensure program delivery. 

  • Collaborate with HR/Finance/Supply teams to ensureproper support of partners from support departments. 

External Relations/Representation

  • Represent Save the Children at working group meetings in the Shelter/NFI and WASH sectors and other sectoral coordination forums in Ukraine. 

  • Coordination with local authorities and other institutions. 

  • Contribute to the development/dissemination of advocacy messages and materials in the NFI sector in collaboration with the SC Media Unit. 

General

  • Follow Save the Children's safeguarding policies and practices children, code of conduct, health and safety, equal opportunities and other relevant policies and procedures. 

  • Help be responsible for the safety of all personnel. Ensure that the safety, health and well-being of staff are ensured and that HR and other processes, policies and systems reflect Save Children's principles of equality and integrity. 

  • Perform other duties agreed with line management. 

Qualification:

  • Bachelor's degree in relevant field or relevant experience

  • Previous distribution experience in Shelter, WASH and NFI sectors: tenders, contracts, monitoring, RRM, RNA , etc. 

  • Flexibility and willingness to change work methods and hours, and willingness to work in a dangerous and challenging environment.

  • Experience of working with the humanitarian sector, donors, technical aspects of humanitarian protection, sphere standards, distribution and humanitarian principles. 

  • Proficiency in RNA, SSB and other assessment tools, Microsoft Word, Outlook and Excel.

< em> ROLE PURPOSE:

The NFI Coordinator will oversee and lead all operational planning, implementation and monitoring aspects related to distributions in the area office. The primary sectors include Shelter, WASH and NFI distributions – as well as CP, Education and FSL as needed. NFI Coordinator will be responsible for following up of in-kind/cash distributions related to Shelter, WASH and NFI interventions. 

Furthermore, she/he supports the assessment, implementation, monitoring, and reporting of current and future SCI Shelter, WASH and NFI programs in Ukraine oblasts, as well as liaising with external stakeholders (Cluster, Partners, other I/NGOs and local authorities) and representing SCI in the relevant working groups & coordination meetings. He/she will ensure the technical relevance of Shelter, WASH and NFI interventions according to SCI Response Strategic Plan. S/he will be responsible for ensuring that all SCI Shelter, WASH and NFI activities in the relevant geographic areas are done in accordance with Save the Children’s policies and applicable standards. The NFI Coordinator will ensure that all aspects of work are undertaken in accordance with Save the Children’s Policies. In the event of an additional humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

Project Management

  • Participate and contribute in drafting Dilated implementation plans, 
  • Procurement plans, HR plans, Trackers, Monitoring plans and ensure timely implementation of the activities in line with the plans related to the Project involved in.
  •  Participate and contribute in emergency preparedness and response planning during Emergency.
  • Closely coordinate with S&S team and consider SCI S&S policies during the planning and implementing the Projects.
  •  Responsible for managing and overseeing the implementation and quality of Shelter, WASH and NFI(in-kind and cash distributions) projects. And contributing to needs assessments and developing approaches within Shelter, WASH and NFI programming in the east.
  • Support as needed planning and distribution of CP, Education and FSL kits. 
  • Ensure consistency in methodology and quality of implementation.
  • Ensure integration of Shelter, WASH and NFI programs (including inner and external redirection, join needs assessments, join response, etc.) with other SCI sectors (FSL/CVA, CP and Education).
  •  Ensure proper monitoring of the quality of implementation through regular field visits and quality benchmark assessment. 
  • Ensure appropriate data collection, data accurate and shared with MEAL on time.
  • Supervised by PM, contribute to monitoring budget/expenditure based on the implementation plans; and contribute to analysis of budget-versus-actual (BVA) reports to assess any discrepancies and ensure timely expenditure.
  •  In close coordination with MEAL department, analyses information to select intervention sites; and analyses and evaluate monitoring data to understand impact of projects and identify lessons learned for future programming.
  • Liaise on a regular basis with Finance, Supply chain, HR and Administration to guarantee the smooth running of programs.
  • Improve procedures by provision collected data from the fields or feedback for the implementation of the Shelter, WASH and NFI programs in accordance with SCI principles & standards, SOPs, guidance notes, etc. 
  •  Implement adapted Shelter, WASH and NFI solutions for the different areas of and types of intervention, taking into account the Clusters (Shelter/NFI and WASH) strategy standards, Ukraine standards, special and protection needs, and gender & disability inclusion.
  •  Ensure proper documentation and filing of Shelter, WASH and NFI related documents and ensure that Shelter, WASH and NFI database is updated with all activities info and data. 
  • Ensure that mapping of areas, shortlisting of neighborhoods and properties, and beneficiaries’ identification and selection for the assistance are consistent with program guidelines.
  • Carry out assessments and beneficiary identification. Liaise with affected communities and ensure adequate information, communication, sensitization, mobilization, and feedback collection.
  • Contribute to donor reports and ensure that internal reporting is of quality and following Save the Children processes.
  • Produce timely reports for internal and external use.
  • Promote and share ideas for improvement and necessary changes for activities (If needed)

Team management and capacity building

  •  Identify staffing needs and participate in the recruitment processes for the staff when required
  • Take accountability of own and team’s performance and development following SCI Develop to Perform guidelines
  • Ensure that the team follow work plans

Partnerships management

  •  Ensure capacity building of local partners implementing Shelter, WASH and NFI interventions.
  •  Responsible for partnership management to ensure programme delivery. 
  • Work with HR/Finance/Supply chain teams to ensure partners are receiving adequate support from support sections

External relationships/Representation

  • Represent Save the Children in Shelter/NFI and WASH sectors working group meetings and other sector coordination forums in Ukraine.
  • Coordination with the local authorities and other agencies.
  • Contribute to development/dissemination in NFI distribution of advocacy messages and materials in conjunction with SC Media department.

General 

  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Help be responsible for the security of all staff. Ensure that the security, health and wellbeing of staff are ensured, and staff management and other processes and policies and systems reflect SC’s principles of equity and fairness.
  •  To perform such other responsibilities as agreed with the line management.

QUALIFICATION:

  • Bachelor’s degree in a relevant field or relevant experience
  •  Previous Experience in Shelter, WASH and NFIs distribution activities: tendering, contracting, monitoring, RRM, RNA etc. 
  •  Flexibility and willingness to change work practices and hours, and capability towork in insecure and challenging environment.

Essential
