The newly established URCS Research Center aims to establish a comprehensive framework for sustainable, long-term research and policy strategy within the context of humanitarian response in Ukraine. This initiative involves developing evidence-based policy research papers, briefs, and recommendations tailored for the national partner societies, the civic actors and the Ukrainian government.  Through engaging a diverse range of stakeholders, including vulnerable communities, local authorities, civil society organizations, academia, and international experts, fostering dialogue and collaboration, the Center seeks to facilitate public debate by showcasing successful examples of inclusive humanitarian responses from other post-conflict and post-disaster contexts, adapting these experiences to fit the Ukrainian context effectively.

Reporting directly to the Deputy Director on Programmes at URCS Headquarters, the Director of URCS’s Research Centre will assume leadership responsibilities, providing strategic oversight for the research operations activities.  He/she will guide URCS research initiatives in collaboration with the program operations and regional teams, national partner societies, ensuring research priorities are aligned with identified knowledge gaps and policy challenges.

The Director will oversee the cohesive, efficient, and timely implementation of URCS's research strategy, with a strong emphasis on delivering high-quality research products. 

Key responsibilities include:

-           Leading the URCS research team at Kyiv Headquarters (HQ), promoting entrepreneurial approaches to research commissioning and policy engagement.

-           Collaborating with URCS initiatives and teams to set research priorities and expand the organization’s network of research partnerships.

-           Recruiting, motivating, and developing high-performing teams, fostering strong collaboration across HQ, regional, and project teams.

-           Ensuring research quality and strategic alignment through effective systems for quality assurance, financial management, and operational knowledge.

-           Ensuring timely and comprehensive reporting on plans and, budgets.

-           Supporting proactive and collaborative project generation, diversifying URCS’s research resource efforts. 

-             Fostering innovative approaches to research, collaborations, and policy engagement to enhance URCS’s partnerships with policymakers and stakeholders.

Additional Tasks:

-           Promoting the academic and policy impact of URCS research through participation in national, international, and global forums.

-             Promoting best practices of evidence-based research within the URCS and partner Red Crescent Societies.

Requirements 

• University degree in Sociology, social sciences or adjacent disciplines
• Public policy analysis certification preferably
• Humanitarian advocacy and/or research certifications preferably
• Proven experience in management roles, overseeing teams involved in designing, managing, and monitoring complex research programs and initiatives
• Experience in the humanitarian response and/or public policy context is highly preferable.
• Proven track record of implementing innovative research tools, advanced qualitative and quantitative research methods
• Previous roles with the Ukrainian Red Cross, other Partner National Societies, international humanitarian aid organizations is highly advantageous.
• Strong understanding of business processes, with demonstrated experience in team management and coordination   
• Track record in customer acquisition, networking and business communication as plus
• Strong analytical skills with the ability to synthesize and present findings clearly, draw practical conclusions and make recommendations.
• Effective at working within tight deadlines and adept at managing resources efficiently.
• Dedicated to humanitarian principles and values integral to the Red Cross Movement
• Excellent interpersonal, communication, and networking abilities, adept at fostering relationships across all organizational levels and with external partners and stakeholders
• Fluent spoken and written Ukrainian
• Good command of English (written and spoken)

Ця ініціатива включає розробку політичних досліджень, аналітичних документів та рекомендацій на основі доказової бази, які будуть спрямовані до національних партнерських товариств, громадянських акторів та уряду України. Звітуючи безпосередньо перед заступником директора з програм в центральному офісі ТЧХУ, директор Дослідницького центру ТЧХУ візьме на себе лідерські обов'язки, надаючи стратегічний нагляд за дослідницькими операціями. Він/вона буде керувати дослідницькими ініціативами ТЧХУ у співпраці з операційними програмами та регіональними командами, національними партнерськими товариствами, забезпечуючи узгодженість дослідницьких пріоритетів з виявленими знаннями та політичними викликами.

Директор буде відповідати за цілісну, ефективну та своєчасну реалізацію дослідницької стратегії ТЧХУ, з особливою увагою до надання високоякісних дослідницьких продуктів. Ключові обов'язки включають:

• Керівництво дослідницькою командою ТЧХУ у центральному офісі в Києві, сприяння підприємницьким підходам до замовлення досліджень та взаємодії з політиками.
• Співпраця з ініціативами та командами ТЧХУ для визначення пріоритетів досліджень та розширення мережі партнерств організації.
• Набір, мотивація та розвиток високоефективних команд, сприяння тісній співпраці між центральним офісом, регіональними та проектними командами.
• Забезпечення якості досліджень та стратегічної узгодженості через ефективні системи забезпечення якості, фінансового управління та оперативних знань.
• Забезпечення своєчасної та комплексної звітності щодо планів та бюджетів.
• Підтримка проактивного та спільного генерування проектів, диверсифікація ресурсних зусиль ТЧХУ для досліджень.
• Сприяння інноваційним підходам до досліджень, співпраці та взаємодії з політиками для покращення партнерств ТЧХУ з політиками та зацікавленими сторонами.

Додаткові завдання:

• Сприяння академічному та політичному впливу досліджень ТЧХУ через участь у національних, міжнародних та глобальних форумах.
• Просування найкращих практик досліджень на основі доказової бази в ТЧХУ та партнерських товариствах Червоного Півмісяця.

Вимоги:

• Університетський ступінь у галузі соціології, соціальних наук або суміжних дисциплін.
• Бажано сертифікат з аналізу державної політики.
• Бажано сертифікати з гуманітарної адвокації та/або досліджень.
• Доведений досвід на керівних посадах, пов’язаних з управлінням командами, які займаються розробкою, управлінням та моніторингом складних дослідницьких програм та ініціатив.
• Бажаний досвід роботи в контексті гуманітарного реагування та/або державної політики.
• Доведений досвід впровадження інноваційних дослідницьких інструментів, просунутих якісних та кількісних методів дослідження.
• Попередній досвід роботи в Українському Червоному Хресті, інших національних товариствах-партнерах, міжнародних організаціях гуманітарної допомоги є великою перевагою.
• Сильне розуміння бізнес-процесів, з продемонстрованим досвідом у управлінні та координації команд.
• Досвід у залученні клієнтів, мережуванні та бізнес-комунікаціях є додатковою перевагою.
• Сильні аналітичні навички з умінням синтезувати та чітко представляти висновки, робити практичні висновки та надавати рекомендації.
• Ефективність у роботі в умовах стислих термінів і вміння ефективно управляти ресурсами.
• Відданість гуманітарним принципам і цінностям, які є невід'ємною частиною руху Червоного Хреста.
