GENERAL OBJECTIVE
Deputy Protection Manager aims to support the Protection team in planning, coordinating, and overseeing protection activities, including but not limited to case management, psychosocial support (PSS), and community outreach. This position stipulates achievement of the following goals:
- Ensure protection programs are implemented in accordance with PUI’s guidelines, donor requirements, and international standards (e.g., IASC, SPHERE, Child Protection Minimum Standards).
- Monitor and evaluate the effectiveness of protection activities and suggest improvements.
- Participate in needs assessments and contribute to project proposals.
- Work with field teams to collect and analyze data to assess protection needs and trends.
- Support in developing standard operating procedures (SOPs) for protection activities.
TASKS and RESPONSIBILITIES
Team management and capacity building
- Supervise and support field protection staff, ensuring appropriate staffing and team performance.
- Facilitate training and capacity-building sessions for protection teams on topics such as gender-based violence (GBV), child protection, and psychological first aid (PFA).
- Assist in the recruitment and onboarding of new protection staff.
- Conduct regular performance evaluations and provide coaching and mentoring.
Coordination and representation
- Represent PUI in relevant protection coordination meetings at the local and national levels, ensuring alignment with national protection strategies.
- Collaborate with other humanitarian actors, governmental bodies, and community stakeholders to enhance the protection response.
- Liaise with donors, partners, and beneficiaries to ensure clear communication and coordination.
Monitoring and reporting
- Assist the Protection Manager in preparing internal and external reports on protection activities, outcomes, and indicators.
- Ensure proper documentation and filing of protection cases in compliance with PUI's confidentiality policies and donor requirements.
- Track and report project progress, identifying challenges and proposing solutions.
- Contribute to program monitoring, evaluations, and lessons learned exercises.
Accountability
- In coordination with the HR department, contribute to making sure that PUI’s Protection against Sexual Exploitation, Abuse and Harassment (PSEAH) policy and Child Protection policy are understood and respected by all involved staff and for all activities;
- In coordination with the MEAL department, contribute to the quality and accessibility of the FCRM through the helpline.
QUALIFICATIONS
Education Degree: Bachelor’s degree in social sciences, law, psychology, international relations, or a related field. A master’s degree in a relevant field is an asset
Work experience: Minimum 3 years of experience in protection programming with a focus on case management, GBV, child protection or PSS. Experience in working with international NGO’s, particularly in conflict-affected areas. Prior experience in supervisory or managerial role is preferred.
Language skills: Fluent in Ukrainian and English
Knowledge & skills: Strong leadership and team management skills; knowledge of protection standards and frameworks; excellent organizational and communication skills; familiarity with humanitarian coordination structures and processes; ability to work in a fast-paced, high-stress environment; ability to work independently with limited supervision; strong interpersonal and networking skills; high cultural sensitivity and ability to work with diverse populations; commitment to PUI’s humanitarian mission and principles.
Computer skills: Good knowledge of Microsoft Office

- Monitor the progress of field protection workers, provide them with appropriate support and ensure effective performance of their assigned tasks.
- Conduct trainings and education for the development of professional skills of teams on topics such as gender-based violence (GBV), protection of children's rights and psychological first aid (PRA).
- Provide support in the recruitment and hiring of new security personnel.
- Conduct regular performance appraisals, train and support employees.
Collaboration and representation
- Represent the PUI at local and national safeguarding coordination meetings, ensuring adherence to the national safeguarding strategy.
- Collaborate with other humanitarian, government and civil society organizations to strengthen the protection response.
- Liaise with donors, partners and beneficiaries to ensure clear communication and coordination.

- Provide support to the Multi-Sector Project Manager in the preparation of internal and external reports on activities in the protection sector, results and indicators.
- Ensure proper documentation and storage of safeguarding cases in accordance with PUI privacy policies and donor requirements.

UMOQUALIFICATION REQUIREMENTS
Education: Bachelor's degree in sociology, law, psychology, international relations or related field. A Master's degree in the above majors is an advantage
Experience:At least 3 years of experience working in advocacy program projects that focus on case management, child protection, child protection, or CSP. Work experience in international NGOs, in particular in conflict zones. Previous experience in a managerial position is an advantage.
Knowledge of languages: Fluency in Ukrainian and English
