Job Description

 The Deputy Regional Coordinator (DFSC) works under the direct supervision of the Regional Coordinator (Field Site Coordinator) and is responsible for the timely and quality implementation of the program, providing operational supervision and operational supervision of the respective region. Under the direction of the Regional Coordinator, Deputy Regional Coordinators (DFSCs) supervise and direct both program and operational staff in the region, ensuring adherence to agreed work plans and reporting schedules, as well as full compliance with MMK policies in the areas of finance, HR, logistics/procurement and information management.

Main Tasks and Responsibilities

< u style="font-weight: 700">Program Management

  • Assist the Regional Coordinator (FSC) in ensuring coordination at the local level between program managers in specific sectors and the technical team to ensure maximum program effectiveness.
  • Under the direction and under the supervision of the Regional Coordinator (FSC) provide technical support for program management tools including but not limited to work plans, training plans, distribution plans, procurement plans, staffing plans and communications in consultation with appropriate field managers.
  • Provide assistance to the Regional Manager (FSC) in the administrative role on the ground and contribute to the creation of a conducive working environment.
  • Identify opportunities for program development and facilitate development of new programstheir concepts.

Personnel Management  and Development of Potential

  • Perform direct supervision of program and operational coordination centers on the ground.
  • Contribute to increase the level of knowledge of the staff; promote learning and knowledge sharing.
  • Ensure compliance with local labor laws, including working hours.
  • Provide   support open lines of communication with all employees in the field.
  • Ensure mutual support in the team, organize seminars to increase the efficiency of office work and promote team cohesion.

    Reporting

    • Promote and ensure clear and well-documented reporting within the organization, to MMK headquarters and donors.

    Monitoring, Evaluation, Accountability and Learning

    • Overall responsibility for ensuring compliance with regional donor commitments and International Medical Corps monitoring, evaluation, accountability and training (MEAL) requirements.
    • Direct management at the regional level to create an adequate budget for monitoring, evaluation, accountability and training activities for all grants.
    • Ensure the functioning and adequate resourcing of the Community-Based Feedback and Response Mechanism (CBFRM) at the country level.
    • Ensure the handling and proper closure of all confidential complaints and feedback received from the Community-Based Feedback and Response Mechanism (CBFRM).

    Security

    • Together with the Regional Coordinator (FSC) and the security service, oversee the security management of the program on the ground.
    • Manage and monitor personnel activities and movements.
    • Ensure application and compliance with security protocols and policies.

     Representation

    • Together with the staff on the ground and the leadership team of the country representation successful conduct of donor visits, as well as internal monitoring visits and evaluations.
    • Represent the interests of MMK and maintain contact with local and national authorities, the UN, NGOs, groups/ subgroups and donor institutions in order to promote MMK programs, facilitate successful coordination of activities and ensure transparency.
    • Ensure maximum visibility of the agency among NGO communities.

    Combating Sexual Exploitation and Violence

    • Actively promote PSEA standards in the International Medical Corps and among the beneficiaries served by the International Medical Corps.

    Minimum   Requirements

    • Higher education, degree A. Master's degree in international relations, management, humanities, social work or related field preferred.
    • < li style="font-weight: 400">An appropriate combination of education and experience may be substituted for equivalents.
    • Familiarity with international humanitarian operations, coordination structures and mandates of donors, agencies of the UN and non-governmental organizations, work experience related to a non-commercial humanitarian aid program, non-governmental or state organizations.
    • Knowledge of program sustainability and capacity development, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods).

    Competence

    • Ability to remain positive and professional in a stressful work environment.
    • Ability to withstand difficulties, dealing with challenging conditions in both urban contexts and remote regional settings with limited resources.
    • Relevant experience in the region is preferred.
    • Ability to make informed decisions, remain flexible to a changing environment and independentlyhave solutions.
    • Exceptional verbal and written communication skills.
    • Ability to work well with a multicultural team with different socioeconomic background.
    • Experience working with executive partners preferred.

    • Computer literacy, especially with MS Word and MS Excel, MS PowerPoint.
