Leading specialist in data management (data officer) of cash and voucher programs

Red Cross Society of Ukraine (TCHHU) announces a competition for the position of a leading data officer of cash and voucher programs. Red Cross Society of Ukraine - All-Ukrainian , a voluntary, humanitarian organization that helps the state by providing humanitarian aid during war, armed conflicts and in peacetime, participates in the provision of international aid in the event of disasters and emergencies, provides assistance to the least socially protected sections of the population.

As part of the Strategy of the Department of Innovative Funding, which includes the expansion of monetary programs in 2024-2025, the TCHU has created a data management system to support the provision of monetary assistance at the national and regional levels. TCHU is looking for a data management specialist with strong technical knowledge and experience in implementing/supporting cash and voucher projects, including working with payment systems, to support this direction and digital solutions.

Under the leadership of the head of the Information Management Department and in collaboration with IT and Innovation Funding departments, we expect the Data Management Specialist to be a key support for the implementation and support of cash and voucher payment systems, to define and implement the necessary steps, including data analysis, visualizations and surveys, and coordination with the team software development and various involved divisions of the TCHHU.

Requirements

• Experience in developing, conducting and analyzing surveys.
• Experience /knowledge of data collection tools such as Kobo Toolbox, MS Forms.
• Experience/knowledge of data analysis, visualization and GIS tools such as Power Bi, Tableau and QGIS.
• Software knowledge support for working with databases or manipulating data: Excel, MySQL or PostgreSQL and/or programming languages ​​(R or Python).
• Knowledge of data analysis programs such as SPSS, STATA will be an advantage.
• Strong analytical skills and ability to work with complex issues and data.
• Good communication and team skills.
• Ability to work in a complex organizational context.
• English language at Intermediate level or higher.
• Relevant education in information technology, data analysis, graphic design, social sciences or related fields preferred.

• Providing direct technical support and consulting for the innovative financing department: development and support of information tools, data management systems, data collection and processing workflows, analysis and visualization.
• Develop a data collection plan adapted for decision-making and planning.
• Implementation of structured analytical methods to improve the quality, reliability and accuracy of analysis.
• Create clear and graphical key messages and analytical results. 
• Develop information products such as infographics, dashboards and maps to share information with relevant stakeholders.
