HALO Trust — it is the world's oldest and largest humanitarian demining organization. HALO is a non-governmental, non-political, non-religious organization based in the UK. HALO's mission is to protect lives and restore livelihoods in conflict-affected areas. We clear areas of landmines and other weapons, namely cluster bombs and ammunition, small arms stockpiles and improvised explosive devices (IEDs). HALO has about 10,000 employees in 30 countries and regions of the world. We are leading efforts to protect lives and restore livelihoods for those affected by conflict. HALO has been working in Ukraine since 2016, carrying out humanitarian demining operations and activities, namely activities for surveying, demining and informing about the dangers of mines and OED. In connection with the expansion, we are looking for a Clerk of the administrative documentation group in the city of Brovary (19 positions) to join our team. The positions are offered to persons with disabilities.
Description

The Monitoring, Evaluation, Accountability and Learning Manager (MEAL Officer) supports the development, continuous improvement and maintenance of processes, systems and tools for collecting and analyzing program data to track operational results and assess progress against program goals and projects. The MEAL manager's work helps both to ensure that contractual obligations and targets are met for specific donor-funded projects, and to improve the macro-level understanding of the impact of program activities in general.


< p>Requirements

  • Higher education, preferably in a relevant field;
  • More than two years of relevant professional experience, including more than one year of experience in a role, related to quantitative data analysis;
  • Excellent written and oral communication skills in English; fluency in Ukrainian and/or Russian; knowledge of other languages ​​will be an advantage;
  • High level of Microsoft Office proficiency, ability and willingness to learn new software;
  • Strong interpersonal and communication skills;
  • Deep understanding of quantitative and qualitative research methods;
  • Good organizational skills and attention to detail;
  • Good analytical and problem-solving skills;
  • Strong work ethic, ability to work productively under pressure ;
  • Independent initiative approach, ability to work independently or in a team;
  • Flexibility and adaptability, ability to prioritize several tasks.

Obov 'ties

  • Participate in the development and improvement of data collection methodologies in consultation with Partnerships, Operations and/or GIS/IM departments, senior program management and the global MEAL team. Develop procedures for evaluating and determining the results of program activities, in particularhumanitarian impact and related topics (eg, gender, environment, agriculture). This will include the development and testing of relevant indicators, components and tools.
  • Work closely with HALO's global MEAL team to ensure the program in Ukraine meets global standards and best practices.
  • Monitor progress against project indicators and goals, provide timely updates and communicate any issues to the Partnership, Operations and/or GIS/IM departments, as well as senior management. Ensure accuracy and relevance of program tools for this purpose, such as PowerBI dashboards.
  • Extract quantitative data for reporting to donors and background information, including updating logical frameworks and other tables to assist program officers in preparing reports and proposals to donors.
  • Assist in the development of socio-economic surveys and assessments, as well as the analysis, cleaning and quality control of the received data.
  • If necessary, conduct trainings on data collection and monitoring and evaluation procedures for program staff, including as part of onboarding programs for new staff.
  • Assist program officers, operations and communications departments, senior management and other colleagues with requests for data and statistics for planning, internal and external reporting and communications.
  • Perform any other tasks as requested to ensure the functioning of the department and the achievement of project and program goals.

Will be a plus

  • Experience with Survey123, Microsoft Power Apps, ArcGIS or other relevant software;
  • Experience working in an NGO;
  • Experience writing reports and proposals for donors.
  • Normal work schedule 5/2 from 08.00 to 17.00 (12.00-13.00 lunch break);
  • Salary - 61898.00 (taxes will be withheld from this amount);
