The international charitable organization "Eastern Europe Foundation" within the implementation of the Swiss-Ukrainian program "Electronic governance for government accountability and community participation (EGAP)" announces a competition for the search for data-analytics/others to support digital of projects of the State Tax Service of Ukraine.

The EGAP program, implemented by the Eastern Europe Foundation and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and financed by the Swiss Agency for Development and Cooperation, is aimed at using digital technologies to improve the quality of governance, improve the interaction of authorities, businesses and citizens and promote social innovation in Ukraine.

Main tasks:

1. Analysis of the current process

  • Analysis of the existing data structure within the Electronic cabinet and related information systems. 
  • Evaluation of data collection, storage and processing mechanisms. 
  • Analysis of functionality usage statistics and user behavioral data. 
  • Identifying typical and atypical errors when entering data into the system. 
  • Data quality analysis (completeness, consistency, duplication, logical errors). 
  • Identification of bottlenecks in processes based on analytical indicators. 
  • Forming a list of problems and risks related to data quality and structure. 

2. Analytical and technical documentation

  • Formation of requirements for data collection, storage and processing within the Electronic cabinet. 
  • Development of data structure requirements (tables, attributes, relationships, key fields). 
  • Formation of requirements for logging user events and recording operations in the system. 
  • Definition of the list of KPIs and algorithms for their calculation. 
  • Development of requirements for building reporting and analytical dashboards. 
  • Formation of requirements for ETL/ELT processes and integrations with external information systems. 
  • Development of data quality control rules (validation, completeness and consistency check). 
  • Preparation of technical documentation on analytical infrastructure and calculation of indicators. 
  • Update of analytical documentation in case of functional changes.

3. Communication and coordination with stakeholders 

  • Organize and participate in working meetings with customer representatives, technical team and other stakeholders on analytics and data issues.
  • Agree on data collection, structure and processing requirements among all project participants.
  • Explaining the logic of calculating KPIs and analytical indicators.
  • Presenting analytical conclusions and dashboards to management and stakeholders.
  • Supporting the introduction of changes to analytical requirements (change management).
  • Participating in the reception testing (UAT) regarding the correctness of data and reporting.
  • Documentation of decisions made regarding analytical logic and data structure.

Qualification requirements for a transformation team leader:

  • complete higher education in the field of information technology, applied mathematics, statistics, economics or related areas;
  • 2 years of experience as a data analyst, data analyst or BI analyst;
  • practical experience with relational databases;
  • knowledge of SQL (PostgreSQL, MS SQL or other DBMS);
  • experience of working with BI platforms (Power BI, Tableau, Looker Studio or similar);
  • experience of building analytical reports and KPI systems;
  • understanding of data structure and principles;
  • understanding of software development life cycle style="font-weight: 400">experience with Jira, Confluence or other project management systems;
  • experience in preparing analytical notes;
  • knowledge of the state language.

Desired skills and work experience: 

  • experience working with government or regulated information systems;
  • experience working with high-load systems;
  • experience building analytics for digital products;
  • understanding of the principles of ensuring data quality (data quality);
  • understanding of the principles of personal data protection;
  • knowledge of the English language at the level of reading technical documentsactions; 
  • analytical thinking and attention to details; 
  • ability to transform data into practical management recommendations; 
  • experience of participating in digital transformation projects will be an advantage. 

 
Work format is mixed (offline and online). Preference is given to candidates who will be able to work in Kyiv
