      Background

Targeted Assistance that Strengthens Institutions, Enhances Economic and Social Resilience, and Supports Communities Affected by the War. FONT-STYLE: Normal "> pfru -2 is seeking a Director for the Culture and Identity Project Under the Pfru Social Cohesion Outcome . The C & I Director Will Be Responsible for The Overall Strategic Leadership, Management, and Implementation of the Project, Enseming ITSSFULMENT IMPLEMENTnment with PFRU’s objectives. This includes supporting Ukraine in strengthening community resilience, increasing confidence in government and contributing to overall stabilization efforts. 

      This role will oversee the coordination of key workstreams, driving collaboration across stakeholders, optimizing resources, and ensuring impactful outcomes.  

      Key Workstreams: 

      • Policy support: support the Government of Ukraine (GoU) in the development of evidence-based policies related to culture and identity;  

      • Cultural heritage: support the GoU and civil society to protect and preserve its cultural heritage;  

      • Human capital: support local cultural actors to fulfil their role as pillars of community resilience and agents of social cohesion;

      • Identity work: promote a unified yet diverse Ukrainian identity by deploying multifaceted communications interventions (at national, regional, and local levels as well as reaching Ukrainians abroad);

      The C&I Director will also lead engagement efforts both within PFRU-2 and with external partners, including government agencies, donors, and international organizations. While this role is primarily project management-focused rather than technical, it requires a certain level of expertise in culture and identity at the national, regional and local levels. 

      Responsibilities  

      • Monitor and continuously refine the strategic direction of the C&I project, ensuring alignment with PFRU-2 overarching objectives.  

      • Oversee the Key Workstreams to ensure effective coordination, foster integration, and maintain alignment with the project's overall strategic objectives.  

      • Contribute to the project budgeting, ensuring efficient use of resources and compliance with donor requirements.  

      • Oversee day-to-day project operations, ensuring the timely project deliverables, adherence to budgets, and achievement of project activities.  

      • Ensure the integration of gender equality, disability inclusion, and social cohesion across all project activities.  

      • Apply conflict-sensitive approaches and promote sustainability in project interventions.  

      • Draft project documents, reports and other required materials.  

      • Manage the team and thematic experts under the C&I project.   

      Stakeholder Engagement and Representation  

      • Serve as the primary point of contact for C&I project within PFRU to ensure alignment with other strategic projects.  

      • Foster and strengthen partnerships with government institutions, international organizations, ITAs, private sector representatives, and civil society actors to enhance project impact. 

      • Present and promote the C&I project in high-level forums, including meetings, workshops, and conferences, as required.  

      Deliverables  

      • Strategic Project Implementation Plan: comprehensive plan outlining project objectives, timelines, and budget allocations for the one-year implementation period.  

      • Regular Progress Reports: Monthly, quarterly, and annual reports detailing project achievements, challenges, and lessons learned.  

      Experience:   

      • At least 10 years of experience, including 3 years of project management experience (managing teams).   

      • Project management experience in leading and managing culture and identity work, which may include roles in government, private sector, international organizations, or civil society.  

      • Demonstrated experience of leading project work at different levels (national and local) 

      • Demonstrated ability to coordinate multidisciplinary teams and manage multiple workstreams.   

      • Familiarity with research processes and contracting procedures.   

      • Experience with donor-funded or international development projects. Experience of working with the British government is highly desirable.   

      • Thematic expertise in current trends in the culture and identity space in Ukraine (cultural heritage, identity trends, memory work, culture as economic development/creative industries) is highly desirable 

      Skills:   

      • Strong leadership, organisational, and planning skills.   

      • Excellent English writing and communication abilities.   

      • Proficiency in stakeholder engagement and facilitation of high-level meetings.   

      • Ability to work independently in a dynamic environment and meet deadlines.   

      Reporting:  

      The C&I Director will report to the Social Cohesion Outcome Director and coordinate closely with other Strategic Projects Directors across PFRU-2.
