aid in Ukraine (Cash Working Group, CWG). The Co-Chair represents the national participants involved in Cash and Voucher Assistance (CVA) programming; supports the CWG in highlighting the collective priorities and challenges of national participants; contributes to strengthening the role and opportunities for national actors in the localization strategy.
The CWG co-chairs support the group's mandate by ensuring coordination, harmonization and development of an effective approach to the implementation, delivery and quality of CVA for humanitarian response in Ukraine, following IASC guidance and strategic and programmatic priorities of HCT and ICCG.
By providing guidance to CVA participants and clusters, the CWG aims to ensure the creation of inter-agency and multi-sectoral mechanisms for the development of inclusive quality financial aid. The CWG also provides advice to the ICCG and HCT on CVA-related matters when necessary.
On behalf of the ICCG, the CWG ensures the operational coordination of Multipurpose Monetary Assistance (MPC), including clear definition, harmonization and centralized reporting on MPC by all humanitarian organizations.
Key tasks and responsibilities
Leadership
- Ensure responsible leadership CWG to its members, prepare, organize, chair and monitor regular meetings and exchanges between partners, supporting the inclusiveness of the group; ensure that topics on the agenda are transparent, responsive and reflect the needs of participants.
- Represent the CWG in the ICCG and relevant clusters; support the ICCG and ensure close communication with individual clusters to strengthen CVA inter-cluster coordination.
- Support the creation of CWG work plans, according to ICCG/HCT priorities.
- Update information products (in particular the 4Ws and CVA dashboards) and CVA communication channels to ensure coordination, harmonization and complementarity of programs.
- Develop MPC strategy within humanitarian planning and raise funding for MPC HRP.
- Support national task force co-chairs in establishing working groups, provide technical support and facilitate liaison with other task forces.< /li>
- Support the CWG at the local level by facilitating the sharing of information and harmonization of efforts.
- Develop strategies together with cluster coordinators to implement CVA best practices.
< strong>Technical support
- Coordinate the provision of direct technical advice to CWG members and clusters to ensure effective and context-appropriate CVA.
- Develop MPCA and sector-specific guidelines recommendations on CVA, SOP, and coordinate work with clusters to identify referral pathways.
- Develop and strengthen national NGOs' capacity to implement CVA in accordance with CWG standards.
< strong>Reporting and knowledge management
- Regularly report to ICCG and HCT on progress on agreed work plans and key themes.
- Collect and disseminate best practices and experience, contributing to the formation of replicable practices for cash transfer programming.
- Maintain links with the Cash Learning Partnership (CALP) and other platforms to facilitate community development.
Skills and experience
- Higher education in a relevant field
- Minimum two years of CVA experience in the humanitarian sector
- Understanding of IASC coordination mechanisms and familiarity with the cluster system
- Experience representing interests in front of internal and external audiences
- Excellent analytical skills, ability to influence decision-making
- Effective coordination skills, ability to support productive working environment
- Fluency in Ukrainian and English
