Coordinator of the Digital Project Portfolio Management Office in Fond Shidna Evropa

Eastern Europe Foundation within the framework of the project "Support for digital transformation" (DTA), in accordance with the request of the Ministry of Community Development and Territories of Ukraine, announces a tender for the search for a contractor for the provision expert services of the project coordinator of the Digital Project Portfolio Management Office of the Ministry of Community and Territorial Development of Ukraine.

The Digital Project Portfolio Management Office of the Ministry of Community Development and Territories of Ukraine (hereinafter - the Office) will allow building an organizational structure that performs various functions of centralized, coordinated and standardized project portfolio management, which are within the sphere of responsibility of the Ministry of Development of Communities and Territories of Ukraine, will ensure the exchange of resources, methodology, methods, technologies and implement best practices digital transformation projects at the state level.

Term of service provision: 6 months with possible extension.

Format of cooperation: mixed (online / offline). Preference is given to candidates who will be able to work in Kyiv. p>

Service engagement: full.

Main tasks and responsibilities within the scope of the contract:

• coordination of regular communication of technical support teams (e-mail, telephone, chatbot, Jira, etc.), joint analysis and resolution of user problem cases;
• development of training materials, instructions , regulations and manuals for system users;
• conducting educational trainings and seminars;
• conducting regular meetings (online calls) and communication with system developers;
• formation of proposals and requirements from users to improve system functionality, their documentation and transfer to the project team;
• participation in documentation development;
• participation in manual testing of the system and maintenance of the error tracking system (bug tracking);
• communication with all stakeholders involved in the implementation project, in particular with representatives of state bodies, developers, etc.

Qualification requirements:

• higher education (for example, information technology, project management, economics, etc.);
• minimum 1 (one) year of experience working with information-analytical and information-communication systems;
• experience of modernization and expansion of functionality of information and analytical systems;
• experience of preparing information on relevant technical, qualitative and quantitative characteristics subject of purchase;
• participation in concluding contracts for the purchase of goods, works and services;
• participation in the study of price offers on the supplier marketspecialists for the purchase of goods, works and services related to information and communication and digital technologies;
• participation in the conclusion of memoranda;
• experience in the development of provisions and instructions for information and analytical, information and communication systems ;
• experience of training for users of IT products;
• developed organizational skills and attention to details;
• experience in communication and interaction with users;
• communication and ability to work in a team;
• willingness to learn new technologies and master new products;
