About Avfall Sverige and SALAR International >Avfall Sverige (Swedish Association for Waste Management and Recycling) is the main national player and association in the field of waste management and recycling in Sweden. With 400 members representing all municipalities, municipal companies and the private waste management sector, Avfall Sverige is the main national voice for its members and monitors and protects their interests in all areas of waste management. Avfall Sverige is also the main national knowledge broker in this area and acts to support the exchange of best practices, innovations and ideas. Avfall Sverige also has a long-term commitment internationally in supporting municipal waste management reforms.

SALAR International is the extended operational arm of SALAR, the Swedish Association of Local Authorities and Regions, in the international cooperation in the field of development. As an integral part of SALAR, SALAR International aims to promote sustainable local government systems worldwide, be it supporting national reforms of decentralization, local democracy, municipal services, EU rapprochement or the development of local government associations. SALAR International has a long history of cooperation with Ukraine, especially since 2014, supporting the country's comprehensive decentralization reforms and local administrative services.

Description of context

On based on an agreement with the Swedish International Development Agency (Sida), SALAR and Avfall Sverige applied for a grant to implement a multi-year support program for municipal waste management (MSW) in Ukraine. The comprehensive program is planned for three years, with an expected start in the summer of 2024. Responding to the Ukrainian government's call for help following the devastating Russian invasion, the program is designed to support ambitious municipal waste management reforms in Ukraine. It is based on a strategic partnership between Avfall Sverige and SALAR, using Swedish expertise for efficient, innovative and sustainable waste management with a strong commitment to local democracy. The initiative corresponds to both the Strategy for the recovery of Sweden and cooperation with Ukraine for 2023-27, and the process of integration into the EU, with a special emphasis on green transformation and sustainable development. The program also aims to create added value through close strategic cooperation with the Swedish Environmental Protection Agency (SwEPA) and the Nordic Green Bank (Nefco).

The rationale of the program stems from a comprehensive situational analysis that identifies critical challenges in the sector waste management in Ukraine, including over-reliance on landfills, insufficient recycling and lack of coherent national waste management strategies and planning guidelines. The goal is to catalyze a systemic, multi-level reform that will introduce more effective waste collection, recycling and sustainable management practices in Ukrainian municipalities. In this context, the program seeks to increase environmental stabilityкість України, відповідати стандартам управління відходами ЄС і сприяти культурі відповідального управління відходами серед громадян. Стратегія реалізації програми базується на двох стовпах:

Посилення багаторівневого управління в управлінні відходами: підвищення політичних рамок, механізмів фінансування та міжурядової координації для підтримки ефективної національної та місцевої реалізації реформ управління відходами.

Підвищення спроможності на місцевому та регіональному рівнях: надання можливостей муніципалітетам, зокрема кластерам муніципалітетів, через цільову технічну допомогу, обмін знаннями та інфраструктурну підтримку для впровадження сталих практик управління відходами.

Опис ролі

Координатор програми буде відповідати за адміністративні та логістичні завдання, організовувати фінансові, адміністративні та логістичні процедури в Україні.

Він/вона буде тісно співпрацювати з управлінськими підрозділами в Стокгольмі та Києві. 

Координатор відіграє важливу роль у встановленні процедур з самого початку, включаючи створення офісу програми в Києві та встановлення вказівок щодо адміністративних, фінансових та логістичних питань.

Основні обов'язки

• Підтримка фінансового управління в Стокгольмі та керівництво адміністративними, логістичними витратами та програмними заходами в Україні;
• Забезпечення інтеграції антикорупційних заходів в адміністративні та фінансові процеси;
• Підтримка архівування документації та забезпечення ефективного потоку адміністративної та фінансової документації між Києвом і Стокгольмом;
• Координація роботи з постачальниками та експертами короткострокового найму, включаючи організацію зустрічей та заходів (контракти, рахунки-фактури, контроль якості, дотримання термінів тощо);
• Контроль за процедурами безпеки для консультантів щодо робочого середовища та безпеки в Києві та під час подорожей по Україні;
• Координація реєстрації програми в Україні та забезпечення дотримання відповідних юридичних та фінансових зобов'язань;
• Підтримка процесів місцевих закупівель під наглядом управління в Стокгольмі, включаючи роботу з технічними завданнями, рекламою, прийомом та обробкою заявок, спілкуванням з учасниками тендеру;
• Різна підтримка команди лідера за запитом.

Необхідні навички та досвід 

• Мінімум 5 років досвіду адміністративного управління, бажано в контексті міжнародного співробітництва;
• Документований досвід у встановленні та дотриманні проектного планування, управлінських та адміністративних процесів та впровадженні офісних процедур;
• Досвід роботи з закупівлями та управлінні постачальниками;
• Сильні організаційні навички, здатність одночасно управляти кількома завданнями, координувати велику кількість людей та заходів, контролювати деталі та самостійно визначати пріоритети;
• Відмінне володіння пакетом MS Office;
• Розуміння відповідної юридичної та фінансової бази в Україні та Швеції для адміністрації проектів;
• Відмінні комунікативні (письмові та усні) навички;
• Вільне володіння українськоin Ukrainian and English.

Advantages

• Knowledge and interest in local self-government and/or environmental protection in Ukraine;< /li>
• Experience in organizing large-scale events (more than 50 participants).

Selection criteria

The selection of candidates will be based on the following criteria: coordination experience, ability to cooperate, understanding of the requirements of Swedish development aid administration; the ability to work in the office in Kyiv and travel in Ukraine.

Terms of employment

A contract will be signed between SALAR International and the expert a contract for the provision of consulting services, which will detail the terms of the position. Please note that this position is non-employment which means that candidates must be registered as a consultant and will be responsible for paying all relevant taxes and insurance in Ukraine.

The successful candidate will be offered a competitive salary. Life and travel insurance will be provided to those traveling in Ukraine.

Duration:36 months, full-time, with the possibility of extension.

Location< /strong>: Kyiv. Physical presence at the project office is very welcome.
