Terms of reference for the consultant: Development and unification of policies and standards for the GS "League of the Strong"

Brief about the organization:

"League of the Strong" was officially established on December 24, 2021 as a public union. The history of its formation begins in 2019, when six leading Ukrainian organizations (Group of active rehabilitation, Seeing with the heart, AIK, Rodyna for persons with disabilities, Feel and Public Alternative) working for people with disabilities and their families united for the first time for participation in an advocacy campaign with the goal of introducing competitive state funding of public organizations of people with disabilities.

It is important for us to remove both social and physical barriers for people with disabilities and to accept each person as they are, without limitations or conditions. We develop the institutional capacity of organizations working in the field of rights of people with disabilities. And we also unite organizations and join forces, because together we achieve more visible results in advocating for a proper life for people with disabilities.

The mission of the "League of the Strong" is to create a society in which people with disabilities are accepted, respected and valued as full and equal members of the community, as well as to provide them with access to the same opportunities and rights as everyone else.

Purpose:

Updating and harmonizing the internal policies of the "League of the Strong" in accordance with international standards to ensure their consistency and effective implementation.

Requirements:

  • The consultant must be properly registered in accordance with the legislation of Ukraine as a business entity, have the appropriate KVED for the provision of services and be ready to submit the necessary documents in defined deadlines.
  • Experience of working with NGOs and understanding of the specifics of the public sector.
  • In-depth knowledge of international standards in the field of organizational management, financial management and rights protection.
  • Experience harmonization of policies and development of internal normative documents.
  • Knowledge of performance evaluation systems (OKR).
  • Skills to ensure internal consistency of policies.
  • A detailed list of services is outlined in technical task.

Working conditions: Project work for 2-3 months

Process implementation and reporting:

  • The consultant undertakes to involve and interact with the GS team "League of the Strong" to achieve the results provided for in the technical task.
  • The consultant undertakes he informedabout the completed stages.
  • The consultant undertakes to timely inform about any difficulties that may affect the execution time.

Responsibilities:

  1. Conduct a comprehensive analysis of the organization's existing policies and assess their compliance with modern requirements.
  2. Develop updates to existing policies and create new ones, with an emphasis on harmonization and compliance with international standards.
  3. Create uniform standards for the implementation of policies, ensuring their complementarity and coherence.
  4. Develop a system for familiarizing employees with the organization's policies in accordance with their areas of work and create documents to confirm familiarization with policies, including the onboarding system.
  5. Prepare templates for use in project activities, including sub-granting.
  6. Develop personnel evaluation (OKR) policies.< /li>
  7. Conduct a presentation and familiarize employees with new politicians.

Calculations: calculations will be made in the national currency of Ukraine , by transferring funds to the current account of the service provider.

Terms of payment: payment is made in the form of 100% postpaid.

  1. Information on the proven experience of providing services as a consultant in the development of internal policies of the organization for public organizations: resume ( СV) in an arbitrary form, other documents confirming successful work experience with other customers (if available).
  2. Certificates or other documents confirming skills, education and qualifications (if available).
  3. A price offer for participation (a written document in an arbitrary form indicating the scope of services, terms of their provision and the proposed cost (or such information is indicated in the CV or in a separate document), or the attached sample document.
  4. Documents confirming state registration and the availability of the corresponding KVED for the provision of services.
