The monitoring and evaluation consortium manager ensures the consistency of the monitoring and evaluation strategy among the consortium partners and its compliance with the requirements of donors.
QUALIFICATION REQUIREMENTS
< p>
Education:Bachelor's / Master's degree in a field related to project management, international relations, humanitarian aid and/or social sciences
Work experience:
- At least 3 years of work experience in an NGO
- At least 2 years of managing teams on monitoring and evaluations
Knowledge of languages:
Fluency in Ukrainian, Russian and English (speaking/reading/writing).
Knowledge and skills:
- Ability to analyze and synthesize complex information and technical data; Excellent knowledge of Excel, databases, kobo and other programs for working with data; Good knowledge of statistics and sampling methods; Ability to transfer knowledge to different audiences through training and mentoring; Good written communication skills; Knowledge of project management.
PC skills:
Sure knowledge of the Microsoft Office package; excellent skills with Excel MDC and related software (ODK, Kobo, PowerBI;...).
TASKS AND RESPONSIBILITIES
Under supervision The Consortium Manager and in cooperation with the Consortium members and the monitoring and evaluation managers of the consortium partners, the Consortium Monitoring and Evaluation Manager ensures the overall activity of the consortium in the field of monitoring and evaluation. While the day-to-day monitoring and evaluation activities, tools and standard procedures are the responsibility of the partners, the M&E Consortium Manager ensures that the monitoring and evaluation partners' activities are aligned with donor guidelines and supports the development of the consortium's processes and tools.
- Lead the consortium working group on monitoring and evaluation.
- Provide support in the preparation and review of reports and proposals for donors and strategic partners of the program together with the Consortium team and monitoring managers and assessments.
- Ensure harmonization of partners' monitoring and evaluation plans regarding the common goals of the project implemented by the Consortium.
2. TRAINING AND TECHNICAL SUPPORT
- Supporting Consortium partners in creating or adapting tools for: baseline and endpoints, PDM, indicator monitoring, impact monitoring and risk analysis.
- Supporting capacity building of consortium partners in monitoring and evaluation, such as: data collection and analysis (method, format, software, etc.), measurement of indicators, feedback and response mechanism, analysis of the principle of "do no harm" etc.
3. RESPONSIBLE FOR CONSORTIUM ACTIVITIES FOR MONITORING AND EVALUATION
MONITORING AND EVALUATION
- Manages the process of developing analytical quantitative and qualitative studies and processes within the consortium, including basic and final analyses, monitoring post-distribution and monitoring and evaluation reporting to collect information on performance indicators and project outcomes. Ensures the involvement of partners in the process and informs donors through regular reporting.
- Contributes to the development, review and harmonization of monitoring and evaluation tools, data management, especially in the field of ITT for projects implemented by the Consortium.
- Provides software the consortium team with technical and methodological support for monitoring and evaluation activities, data management (questionnaire development, sampling, data entry, extraction of useful data and their interpretation) and integration of cross-sectoral issues.
- Checks the relevance of prepared reports, analytical materials, maps and recommendations.
- Proposes technical tasks for external evaluations and studies
- Participates in the preparation of project proposals and reports for donors. Actively participates in the definition of innovative indicators and methods of data collection.
- Plans monitoring visits to partners, if the security situation allows.
ACCOUNTABILITY
- Ensures the implementation by all partners of their own complaint handling mechanisms, vice versa communication and response.
- Verifies compliance with the key principles of the feedback mechanism.
- Conducts regular analysis of received complaints and feedback at the consortium level.
- Works in cooperation with monitoring and evaluation managers on development and improvement accountability mechanisms under the AAP Consortium Framework.
GENERATION OF LEARNED EXPERIENCES AND INSTITUTIONAL KNOWLEDGE BUILDING (IKB)
- Builds on the consortium's knowledge of monitoring and evaluation activities and project results (lessons learned and recommendations) and ensures transfer of this knowledge to consortium members.
- Adapts/develops training tools/strategies to document the Consortium's monitoring and evaluation tools and methodologies/approaches.
- - Ensures training activities are incorporated into project activities< /li>
- - Contributes preparation of start-up and introductory meetings for the project and ensures the capitalization of their content.
4. PERSONNEL MANAGEMENT/CAPACITY DEVELOPMENT
- Provides training to new partner team members on MEAL roles and responsibilities.
- Conducts performance evaluations of employees under his/her supervision / her management.
- Identifies training needs for members of his team, as well as for himself personally.
5. REPORTING / COMMUNICATION / REPRESENTATION
- Responsible forreporting on monitoring and evaluation within the framework of the Consortium grant.
- Supports the preparation of the project proposal and report writing, leading the development of monitoring and evaluation sections.
- Ensures the use of the correct reporting formats and compliance with submission deadlines in within the framework of the Consortium.
- Develops articles, case studies and success stories in collaboration with the programs and communications team.
TERMS JOB:

Official employment under a fixed-term contract.

GENERAL OBJECTIVE
The Consortium MEAL Manager ensures that the MEAL strategy of the consortium partners is aligned and meets the donor's requirements.
TASKS AND DUTIES
Under the supervision of the Consortium Coordinator, and in cooperation with CMU members and MEAL focal points of the consortium partners, the Consortium MEAL Manager ensures the overall consortium MEAL activities. - Reviews relevance of reports, analysis, maps and recommendations produced.
- Proposes terms of references for external evaluations and studies
- Participates in drafting project proposals and reports for donors. Is pro-active in identifying innovative indicators and collection methods.
- Plans monitoring visits to partners where Security allows
ACCOUNTABILITY
- Ensures all partners implement their own complaint, feedback and response mechanisms.
- Checks that the key principles of the feedback mechanism are respected.
- Produces regular consortium-wide analysis of the complaints and feedback received.
- Works in collaboration with the MEAL focal points on the design and improvement of accountability mechanisms according to Consortium AAP framework
LESSONS LEARNT AND INSTITUTIONAL KNOWLEDGE BUILDING (IKB)
- Builds on consortium knowledge on M&E activities and project results (lessons learnt and recommendations) and makes sure these are cascades to consortium members.
- Adapts/designs learning tools/strategies to document MEAL consortium tools and methodologies/ approaches.
- Ensures that learning activities are included in the project activities
- Contributes to the preparation of kick off and learning meetings per project and ensure capitalization of its content.
4. HR MANAGEMENT/CAPACITY DEVELOPMENT
- Ensures that new partner team members are briefed on MEAL’s roles and responsibilities.
- Leads the evaluation of the performance of collaborators under his/her supervision
- Identifies training needs for his team members as well as him/herself
5. REPORTING / COMMUNICATION / REPRESENTATION
- Is responsible for MEAL reporting under the consortium grant
- Supports project proposal and report writing by leading the development of MEAL sections
- Ensures correct reporting formats are used and submission deadlines are respected consortium-wide.
