Chief specialist in mobilization work in DEPARTAMENT TRANSPORTNOYi INFRASTRUKTURI

Qualification requirements:

• Higher education by educational degree not lower than bachelor's, junior bachelor's. No work experience required.
• Fluency in the state language.

Requirements:

• Knowledge of: the Constitution of Ukraine, the Law of Ukraine "On Civil Service", the Law of Ukraine "On Prevention of Corruption" and other legislation.
• Knowledge of legislation in the field:
• Law of Ukraine "On Local State Administrations";
• Law of Ukraine "On Appeals of Citizens";
• Law of Ukraine "On Protection of Personal Data";
• Law of Ukraine "On Defense of Ukraine";
• Law of Ukraine "On Military Duty and Military Service";
• Law of Ukraine "On mobilization training and mobilization";
• Law of Ukraine "On the Armed Forces of Ukraine"; Resolution of the Cabinet of Ministers of Ukraine dated 12/30/2022 No. 1487 "On approval of the Procedure for organizing and maintaining military records of conscripts, conscripts and reservists".< /li>

Duties:

1. Participation in:

• development and approval of normative legal acts of state and local regulation of mobilization training and mobilization;
• within the limits of competence in the formation of the draft of the main indicators of the Mobilization Plan of the executive body of the Kyiv City Council (Kyiv City State Administration);
• conclusion of contracts for the execution of mobilization tasks by subordinate enterprises;
• formation of proposals for transfer of mobilization tasks to other enterprises in case of liquidation (reorganization) of subordinate enterprises;
• preparation of proposals for the creation of a mobilization reserve of material, technical and raw resources at subordinate enterprises and participation in the implementation of control over their creation, storage and maintenance;
• within the limits of competence in the work related to determining the capabilities of subordinate enterprises to meet the needs of the Armed Forces of Ukraine, other military formations and to ensure the vital activity system of the population of Kyiv in a special period;
• organization of activities in the field of critical infrastructure of the city of Kyiv.

2. Organization:

• implementation by the Department of laws and other regulatory and legal acts on mobilization training and mobilization;
• planning, development and implementation of mobilization preparation and mobilization activities, including the transfer of the Department and subordinate enterprises to work in conditions of a special period and implementation of control over their implementation;

3. Implementation of informational and methodical provision of mobilization preparation and mobilization of the Department and subordinate enterprises.

4. Development (clarification) of the plan for the transfer of the Department to functioning in the conditions of a special period.

Control of the transfer of the unified transport system of the city of Kyiv to functioning in a special period and implementation of measures of increased levels of mobilization readiness.

Includes to the operative group for urban and non-urban ZPU.

5. Coordination:

• development (clarification) of mobilization plans (technical planscover) of subordinate enterprises;
• fulfilment of military and transport duty by subordinate enterprises;
• and control of keeping military records of conscripts and conscripts and reservation of conscripts in the Department and at subordinate enterprises for the period of mobilization and military service;
• and control of implementation of mobilization training activities by subordinate enterprises with the aim of sustainable functioning of the transportation industry of Kyiv in the conditions of a special period.

6. Submission of proposals regarding:

• establishing mobilization tasks for subordinate enterprises and bringing them to the executors;
• proposals regarding the reservation of conscripts for the period of mobilization and for wartime.

7. Taking measures regarding the execution of mobilization tasks by subordinate enterprises in accordance with the concluded contracts.

8. Preparation of an annual report on the state of mobilization readiness of the Department and subordinate enterprises.

9. Observance of the secrecy regime during mobilization training activities.
