SI provides expertise in access to drinking water, improved sanitation and hygiene, and food security and livelihoods. With a presence in approximately twenty countries, SI teams—a total of 2,000 people consisting of expatriates, national staff, permanent headquarters staff and volunteers—work with professionalism and commitment, while respecting culture.

The Senior Water, Sanitation and Hygiene (WASH) and Housing (SHL) Manager supports Solidarites International (SI) teams in Ukraine in particular at the base level in Mykolaiv to achieve overall operational results, focusing on specific WASH and SHELTER sectors.

Together with the Field Coordinator and the WASH/SHL team, provides operational support and oversight of WASH and SHELTER projects. In addition, the Deputy Coordinator helps manage SI's WASH and Housing projects by monitoring results, reporting, identifying lessons learned and disseminating lessons learned to SI staff as well as sector partners and donors.

The Deputy Coordinator is also involved in the development and implementation of SI technical strategies on WASH and shelter in Ukraine and Moldova.

KEY DUTIES FOR THE POSITION

Managementprojects:

  • Together with the coordinator, help in ensuring technical feasibility, economic and quality of SI projects;
  • Identifies equipment, supply and maintenance needs for WASH/SHL projects and collaborates with logistics, grants and finance teams to ensure timely procurement and delivery;
  • Analysis programmatic information and providing recommendations by strengthening and improving SI activities in WASH and housing;
  • Development of tools and training for field teams to ensure the quality of implemented projects;
  • Collection and review of reports on the activity of projects of regional offices, preparation of coordination reporting on the basis of

Technical support and work control:

  • Planning and execution of the mission to support the WASH and Shelter programs in the operational regional office and preparation of results reports, as well as providing recommendations to the WasH&Shelter team and management at the base;
  • Supporting the development and dissemination of Standard Operating Procedures for the activities of the WaSH&Shelter Department
  • Providing technical studies and specifications for activities ;
  • Assist in setting goals and targets for WASH and shelter programs and assist in updating them;
  • Support SI project managers and other technical staff in WaSH&Shelter tasks and planning resources;
  • Supporting field teams to implement rapid emergency response measures as requested by the WASH and Shelter Coordinator;
  • Ensuring accountability to local communities and beneficiaries of Solidarites International projects.

Strategic orientation:

  • Participation in the development and implementation of the technical and program strategy of SI in Ukraine at the base level;
  • Participation in the identification of humanitarian needs and in the development of appropriate measures to meet these needs in the target communities;
  • Supporting the development of new project ideas, conceptual notes and funding proposals.

Reporting / communication / representation:

  • Participation in WASH and housing sector working groups, humanitarian cluster coordination processes and other information networks and exchange platforms - both nationally and and at international levels, as appropriate;
  • Gathering, evaluating and disseminating information on WaSH&Shelter both externally and internally (the latter targeting SI WASH team members and shelters in field offices);
  • Assist in ensuring that SI WASH and Shelter project files are complete and regularly updated with reporting, monitoring and communication information.

 REQUIREMENTS TO CANDIDATES: O /em>world: technical education related to water supply/sanitation/health care or construction/civil engineering would be an advantage.

Experience: experience in managing WaSH&Shelter projects and representing the humanitarian cluster, partnerships and relations with national/local authorities authorities  Experience working in an INGO or a local non-governmental organization.

Knowledge oflanguages: English - C1 and above, Ukrainian

Qualification: experience writing proposals and reports.

Personalqualities: Experience in team management and capacity building.

Placejobs: work in an office in the Central part of the city of Mykolaiv, possible business trips to Mykolaivsk, Kherson region. 

Contract: fixed-term employment contract (according to Ukrainian legislation)

Type < /strong>employment: full-time employment

Salarysalary: 2380 EUR before tax (paid in hryvnias, according to the monthly exchange rate of the bank of the European Commission).

The Program Manager Water, Sanitation, and Hygiene (WASH) and Shelter (SHL) supports the Solidarites International (SI) in Mykolaiv base to achieve their overall operational results, with a focus on specific WASH and Shelter (Emergency response) sector goals.

With Field Coordinator provide operational support and oversight for WASH and Shelter project staff in Base and Sub-Base (field) offices. In addition, the Base helps manage SI’s WASH and Shelter projects through results monitoring, reporting, identifying lessons learned, and disseminating acquired knowledge to SI staff as well as sector partners and donors. 

Program Manager takes part in the development and implementation of SI’s WASH and Shelter technical strategies in the base according to all strategy of Ukraine and Moldova mission.

KEYS RESPONSIBILITIES OF THE POSITION

 Project Management:

  • With the Coordinator, help to ensure the technical relevance, cost-efficiency, and quality of SI’s WASH and Shelter projects;
  • Support the Base and Sub-Base offices to identify equipment, supply, and service needs for WASH/SHL projects, and work with Logistics, Grants, and Finance teams to ensure timely procurement and delivery;
  • Analyse programme information gathered from projects and recommend ways to strengthen and improve SI’s WASH and Shelter interventions;
  • Develop tools and provide trainings to field teams to ensure the quality of implemented projects;
  • Collect and review project activity tracking reports from Base and Sub-Base offices and use the data to help prepare high-quality activity and progress reports.

Technical support and operational monitoring:

  • Plan and carry out WASH and Shelter program support missions to Base and Sub-Base operational areas, and report back on findings – as well as providing specific recommendations – to operational teams and management;
  • Support the development and dissemination of Standard Operating Procedures for WASH and Shelter activities;
  • Provide technical research and specifications for Wash and Shelter activities, including guidance on standards and regulations;
  • Help set objectives and target indicators for SI’s WASH and Shelter programs, and help update them when necessary; 
  • Support SI’s PMs and other technical staff to conduct WASH and Shelter task and resource planning; 
  • Provide support to the field teams to implement rapid emergency response activities when requested by the WASH and Shelter Coordinator;
  • Ensure accountability to local communities and beneficiaries of Solidarites International projects.

 PROFILE FORSAKEN

Studies: Technical diploma or certificate related to Water/Sanitation/Public Health or Building/civil engineering will be an asset.

 Experience: Experience on WASH / Shelter projects management and on Humanitarian Cluster representation,  Partnerships and relations with National/Local Authorities. Experience on working in INGO or Local NGO.

Language: English - C1 and above, Ukrainian

IT: Microsoft Office package/ Teams. Autocad or related software will be an asset.

Qualification: Experience on proposal and reporting writing.

Soft skills: Experience on team management and capacity building.
