1. Background
As part of efforts to enhance inclusive and dignified living conditions for internally displaced persons (IDPs) with mobility limitations, disabilities, and chronic illnesses, this project supports the upgrade and expansion of reception capacities in existing collective sites and selected social-care facilities in Lvivska and Rivnenska oblasts.
The intervention aligns with Strategic Objective 2 of the Ukraine Humanitarian Needs and Response Plan (HNRP) — enabling access to basic services for IDPs, conflict-affected persons, and returnees — and contributes to Thematic Priority 4 of the Humanitarian Coordinator: Humanitarian contributions to the most vulnerable among the IDPs, including those in collective centers.
The «Assistance for Collective Centers and Essential Support Services» (ACCESS) project aims to improve reception capacities and access to essential protection and social services in collective centers and selected social-care facilities, with a strong focus on accessibility, inclusion, and continuity of care for the most vulnerable groups. To support the effective implementation of this project, we are looking for a motivated and committed CCCM Liaison Officer to join our team.
2. Position Overview
The CCCM Liaison Officer provides technical and coordination support to ensure that project activities in collective sites are implemented in compliance with national legislation, administrative requirements, and CCCM standards. The position serves as a key link between the project team, collective site managers, and relevant regional, and local authorities, facilitating effective coordination, capacity building, and administrative processes related to collective site management, rehabilitation works, and service provision for IDPs. The position is based in Lviv, with frequent field travel to project sites in Lvivska and Rivnenska oblasts.
3. Key Responsibilities
A. Coordination and Liaison
- Act as the primary focal point between the project team and relevant authorities (regional, municipal, and site-level) responsible for collective sites covered by the project.
- Support coordination with social protection, health, disability, and housing authorities to ensure alignment with national systems and referral pathways.
- Participatein relevant CCCM, Shelter, and inter-sectoral coordination meetings at oblast and local levels, as required
B. Compliance and Regulatory Support
- Ensure that project interventions in collective sites comply with applicable national laws, regulations, and standards related to IDP accommodation, accessibility, safety, and care
- Advise the project team on administrative requirements related to rehabilitation works, installation of equipment, and expansion or opening of bed capacity
- Support collective site managers in navigating authorization procedures, inspections, and official approvals with relevant authorities
C. Capacity Building and Technical Support
- Provide specialized counselling, coaching, and on-the-job training to collective site managers and relevant staff on: a) CCCM principles and inclusive site management; b) Accessibility and accommodation standards for persons with disabilities and reduced mobility; c) Roles and responsibilities of site management in interaction withauthorities and service providers
- Contribute to the development or adaptation of guidance materials, SOPs, and tools related to inclusive collective site management
D. Support to Public Reimbursement and Sustainability Mechanisms
- Assist collective site managers in understanding and accessing public reimbursement mechanisms, subsidies, or other government support schemes relevant to collective sites
- Support preparation of required documentation for reimbursement claims and bed-opening authorizations, in coordination with authorities and the project team
- Promote sustainable management practices and integration of collective sites into existing public service systems where feasible
E. Monitoring, Reporting, and Documentation
- Contribute to monitoring of collective site management practices and identification of gaps or risks related to protection, inclusion, and compliance
- Provide regular updates and reports to the Project Manager on coordination outcomes, challenges, and recommendations
- Document lessons learned and good practices related to inclusive CCCM and cooperation with authorities
F. Cross-Cutting Responsibilities
- Ensure that all activities integrate protection principles, do-no-harm, gender and disability inclusion, and accountability to affected populations (AAP)
- Adhere to the organization’s policies on safeguarding, code of conduct, and security
- Perform any other related duties as assigned by the supervisor and organizational needs
4. Reporting and Coordination Lines
- Reports directly to the Project Manager
- Works in close coordination with technical teams (Shelter/Infrastructure, Protection, MEAL) and with external stakeholders, including local authorities and site management structures
5. Qualifications and Experience
Education:
- University degree in social sciences, public administration, law, humanitarian studies, urban planning, or a related field
- Relevant professional experience may be considered in lieu of formal education
Experience:
- Minimum 3 years of professional experience in CCCM, Shelter, Protection, or humanitarian programming, preferably in Ukraine
- Demonstrated experience working with collective sites, IDPs, or vulnerable populations
- Proven experience liaising with government authorities and supporting administrative or regulatory processes
- Experience in capacity building, training, or technical support to local partners or site managers
Languages:
- Fluency in Ukrainian and working knowledge of English desired
6. Other Requirements
- Willingness and ability to travel regularly within Lvivska and Rivnenska oblasts.

2. Загальний опис посади
Specialist in the management and coordination of collective centers provides technical and coordination support to ensure the implementation of compact settlement project activities in accordance with national legislation, administrative requirements and CCCM standards. The position is a key link between the project team, compact settlement administrations and relevant regional and local authorities, contributing to effective coordination, capacity building and administrative processes related to site management compact accommodation, rehabilitation work and provision of services for IDPs. The position is based in Lviv and involves regular visits to project locations in Lviv and Rivne regions.
3. Main Responsibilities
A. Coordination and interaction
- Perform the role of the main contact person between the project team and relevant authorities (regional, municipal and object levels).
- Contribute to coordination with social protection, health care, housing policy and disability authorities.
- Participate in coordination meetings of CCCM clusters, Shelter and intersectoral meetings as needed.
B. Compliance and Regulatory Support
- Ensure compliance of project activities with current legislation and standards regarding IDP accommodation, accessibility and security.
- Advise the team on administrative requirements related to rehabilitation works, installation of equipment and opening of beds.
- Support facility administrations in approval procedures and obtaining permissions.
C. Capacity building and technical support
Provide specialized advice, coaching and on-the-job training for compact accommodation administrators and related staff on: a) CCCM principles and inclusive facility management; b) accessibility and accommodation standards for people with disabilities and reduced mobility; c) roles and responsibilities of compact accommodation administrators in interactions with authorities authorities and service providers.
- Participate in the development or adaptation of methodical materials, SOPs and tools related to the inclusive management of compact living spaces.
D. Support for public recovery and sustainability mechanisms
- Assist the administrations of places of compact accommodation in understanding and access to government reimbursement mechanisms, subsidies or other government support programs relevant to such facilities.
- Contribute to the preparation of the necessary documentation for submitting applications for reimbursement of costs and obtaining permits to open bed-places in coordination with the authorities and the project team.
- Encourage the introduction of sustainable management practices and, if possible, the integration of compact housing into existing public service delivery systems.
E. Monitoring, reporting and documentation
- Contribute to the monitoring of compact housing management practices and identify gaps or risks related to protection, inclusion and compliance.
- Provide regular updates and reports to the Project Manager on coordination outcomes, challenges and recommendations.
- Document lessons learned and best practices in the area of inclusive CCCM and cooperation with authorities.
F. Cross-cutting duties
- Ensure the integration of safeguarding, do no harm, gender and disability inclusion, as well as accountability to affected populations (AAP) principles in all activities.
- Adhere to the organization's safeguarding, code of conduct and safety policies.
- Perform other related tasks as directed by the supervisor and as needed organizations.

- At least 3 years of professional experience in the field of CCCM, Shelter, Protection or humanitarian programming, preferably in Ukraine.
- Proven experience working with compact settlements, IDPs or affected
- Experience in interacting with public authorities and supporting administrative or regulatory processes.
- Experience in capacity building, conducting training or providing technical support to local partners or facility administrations.
Languages
- Fluency in the Ukrainian language; working knowledge of the English language is desirable.

- Willingness and ability to regularly travel within Lviv and Rivne regions.
