The international charitable organization "Eastern Europe Foundation" within the framework of the implementation of the Swiss-Ukrainian program "Electronic governance for government accountability and community participation (EGAP)" announces a competition for the search of a business analyst to support the digital projects of the State Tax Service.

The EGAP program, implemented by the Eastern Europe Foundation and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and financed by the Swiss Agency for Development and Cooperation, is aimed at the use of digital technologies to improve the quality of governance, improve the interaction of government, business and citizens and promote social innovation in Ukraine.

Main tasks:

1. Analysis of the current process

  • Study and description of the current business processes of the Electronic Cabinet. 
  • Analysis of legal acts regulating relevant tax procedures and electronic interaction with payers. 
  • Identification of problem areas, duplication of functions and ineffective stages in processes. 
  • Collection of analytical data and user feedback to improve functionality. 
  • Formation of proposals for process optimization and transition to the target model (TO-BE).

2. Analyticaland technical documentation

  • Modeling of user interfaces and interactive forms of the Electronic Cabinet (filling logic, user scripts, data prefiling). 
  • Development of use scenarios (use case). 
  • Formation and documentation of business requirements, functional and non-functional requirements for the Electronic cabinet. 
  • Preparation of technical documentation, in particular technical requirements and specifications for finalizing modules and components of the Electronic cabinet. 
  • Formation of integration requirements for the interaction of the Electronic cabinet with other information systems and state registers. 
  • Development and maintenance of requirements register and requirements tracing matrix. 
  • Preparation of manuals and instructions for users. 
  • Participation in preparation and training for users and responsible departments. 
  • Update of documentation according to changes in the project. 

3. Communication and coordination with stakeholders 

  • Organization of working meetings with representatives of the customer, technical team and other interested parties, as well as participation in them.
  • Coordination of business requirements between all project participants.
  • Clarification of requirements during implementation of functionality.
  • Participation in sprint planning, refinement sessions and other work formats.
  • Support of changes to requirements (change management), including approval of changes with responsible persons.
  • Coordination of acceptance testing (UAT) with involving the customer's representatives and participating in it.
  • Documentation of adopted decisions, corrections and agreed changes.

Qualification requirements:  

  1. Higher or incomplete higher legal, IT, engineering education with relevant experience in describing business processes.
  2. Experience in business process analytics from 2 years.
  3. Experience in writing technical tasks, requirements and specifications for IT products.
  4. Understanding software design and implementation.
  5. Ability to structure elements of information systems and determine possible software solutions.
  6. Knowledge of BPMN 2.0 and UML notations.
  7. Understanding information systems integration principles (API, data exchange, REST/JSON, etc.).
  8. Experience with Jira and Confluence.
  9. Experience using interface modeling products (Axure, Figma, etc.).
  10. Experience in communications with government bodies (clarification of requirements, conducting presentations).
  11. Experience of working with complex or highly loaded information systems will be an advantage.

Desired skills and work experience:  

  • developed organizational skills and attention to detail;
  • experience in communication and interaction with users, customers, stakeholders;
  • communicability and ability to work in a team;
  • ability teach untrained users;
  • willingness to learn new technologies and products;

    Work format is mixed (offline and online). Preference fromwe give to candidates who will be able to work in Kyiv.
