Direct message from the member who posted the job with the Institute of Analytics and Advocacy Victoria Osipchuk NGO "Institute of Analytics and Advocacy" is looking for a Business Analyst for a project to create an automated system for recording excise tax stamps and circulation of excise goods (e-Excise) The goal of the project is: creation and implementation of an automated "e-Excise" system that will ensure circulation excise goods (alcoholic beverages and tobacco products) at all stages of circulation of such goods in the customs territory of Ukraine from their manufacturer or importer to the moment of retail sale to the final consumer; minimization of the influence of the human factor on the administration of excise tax; increase of budget revenues from payment of excise tax, reduction of volumes sales of excise goods without payment of excise tax. If created, the "e-Excise" system will make it impossible to legalize illegally manufactured/imported excise goods and, accordingly, will ensure a reduction in the volume of illegal circulation of excise goods. What needs to be done: Analyze existing business processes regarding ordering, manufacturing and the use of excise tax stamps; Together with other specialists, form the concept of a unique identifier (a protective element of an excise tax stamp), which will contain coded information and make it possible to track excise marked goods; Together with other specialists, develop a design solution for an automated system for controlling the circulation of excise goods " e-Excise" (business process logic, database project); Develop technical requirements for the development of an automated system for monitoring the circulation of excise goods "e-Excise"; Together with other specialists, participate in the formation of a technical task for the development of an automated system for monitoring the circulation of excisable goods "e-Excise"; Provide support to developers in the process of deploying the system prototype, testing it, making changes as needed. Research existing business processes of providing services in the field of excise tax to the population and business; Research and understand the legislation regulating the provision of administrative services in the field of excise tax; Model interfaces and concepts of interactive forms of the "e-Excise" system; Hold meetings with interested parties to clarify and clarify requirements for the functionality of the "e-Excise" system and integrations with other information systems; Document functional and non-functional requirements to the system; Prepare proposals for the formation of regulations and procedures for the functioning of the e-Excise system and its components; Conduct presentations and coordination meetings for interested parties. What you need to know and be able to: More than two (2) years of experience in business analysis Understanding of the design process and software development, formulation of technical requirements for a software product Skills of modeling and description of business processes in additiona variety of artifacts and tools (ERD, Context Diagram, Use Case Diagram, User Stories, BPMN, UML, etc.) Experience in writing technical tasks, requirements and specifications for IT projects; Experience in working with Confluence and Jira What is desirable: Experience in modeling business of processes using Cawemo; Experience in working with API/3rd party integration; Experience in using interface modeling products (Axure, Figma); in the field of excise taxes and other fees will be an advantage; Knowledge of the English language will be an advantage.
