MBO "Eastern Europe Foundation" within the framework of the project "Support for digital transformation" (DTA) announces a competition for the search for a contractor for the provision of business analyst / business analyst services for the reform of the State Service of Ukraine on issues of food safety and consumer protection.
Term of service: until September 30, 2025.
Format of collaboration: mixed (offline with the possibility of combining online work). Preference will be given to candidates who can work in Kyiv.
Involvement in the provision of services: full.
Main tasks and responsibilities*:
- study and description of current, development of new business processes within the framework of reforming the sphere of food safety, consumer protection, epidemiological and epizootic well-being;
- analysis of statistical and other data entered into information databases - communication systems and registers in the field of food safety, consumer protection, epidemiological and epizootic welfare for assistance in building optimal business processes; building dashboards of the most typical and atypical errors when entering data into information and communication systems and registers in the field of food safety, consumer protection, epidemiological and epizootic well-being; >
- participation in system testing;
- building dashboards using analytics;
- communications with the team of developers and stakeholders;
- participation in the preparation of technical documentation;
- participation in the development / development of tender documentation;
- preparation of project documentation, including technical requirements, technical tasks and specifications; providing support to developers in the process of deploying the prototype, testing it, making changes as needed;
- preparation of business processes for the development and implementation of digital services in the field of food safety and consumer protection on the "Diya" portal;
- monitoring of the quality of contractors' work, acceptance of work and implementation user tests, optimization of developed solutions based on launch results, ensuring their compliance with beneficiaries' expectations;
- checking documentation for acceptance on the balance of software by state authorities; preparation of information reports and presentation materials on a regular basis; modeling of interfaces and interactive forms; development of user stories ) and other artifacts to describe system behavior and interactions, providing clarity for developers and project participants;
- backlog tracking projects;
- providing support to developers during the development and testing of the system;
- participation in the development of regulations in the field of food safety and consumer protection;
- conducting ddocumentation regarding the implementation of the project in Notion / Confluence / Jira (other IT tools agreed with the project team);
- performance of other tasks determined by the immediate supervisor.

Requirements for contest participants:
- more than two (2) years of experience in business process analytics;
- understanding of the software design and development process, formulation of high-level technical requirements for software of the product;
- ability to structure elements of information systems and determine technologies and possible software solutions;
- experience in writing technical tasks, requirements and specifications for IT projects;
- experience in preparing analytics and presentations based on analytical data;
- experience in developing electronic services for the population and business, understanding the concepts of interoperability, data protection, cyber security etc.;
- knowledge of BPMN 2.0 and UML notations;
- more than two (2) years of experience with Jira, Confluence, etc.;
- experience using UI modeling products (Axure, Figma, etc.);
- experience in modeling business processes (Cawemo, etc.);
- experience in communications with government bodies (clarification of requirements, conducting presentations);
- experience in the development of state information and communication systems and registers will be an advantage;
- knowledge of the English language will be an advantage;
- knowledge of legislation in the field of providing administrative services will be advantage.
