Deloitte is seeking a Business Analyst in support of the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). The position is full-time and will be based in Ukraine.
Project Background
Ukraine SOERA supports the structure, strategy, and operations of Ukrainian entities engaged in restoration and reconstruction (R&R) planning and implementation. The SOERA team focuses on increasing the efficiency of key R&R entities – Ministry for Communities and Territories Development (MCTD), State Agency for Restoration and Development of Infrastructure (SARDI), and Project Management Unit (PMU) – and improving R&R coordination across Ukrainian and donor stakeholders.
SOERA will increase the transparency, effectiveness, efficiency, and capacity of these entities, while working to enhance the R&R ecosystem encompassing policymaking and implementation entities at the national and subnational levels.
Objective
The Business Analyst will support SOERA Task 4.2 Strengthen the SARDI Central Office by enabling SARDI to implement Enterprise Resource Planning (ERP), enhance service delivery, and improve efficiency. While working as a member of SARDI’s Digital Transformation Office, the Business Analyst will report directly to SOERA’s Senior IT Expert.
Responsibilities
- Analyze existing IT and business processes to prepare business processes catalogue, identify inefficiencies, bottlenecks and map areas for improvement and automatization.
- Work closely with Government of Ukraine (GOU) stakeholders to gather requirements, define process objectives, and design ERP solutions that meet organizational needs.
- Design and document new processes and workflows to enhance operational efficiency.
- Participate in preparing the functional requirements for ERP implementation.
- Develop and manage comprehensive project plans for ERP implementation, including scope, timelines, resource allocation, and budget management.
- Drive the implementation of ERP systems, ensuring alignment with SARDI’s digital transformation goals and business processes.
- Oversee functional modules development, testing and implementation, data migration, system integration, and user acceptance testing to ensure successful ERP deployment.
- Collaborate with cross-functional teams, including SOERA, SARDI IT teams, and external vendors, to gather requirements and implement project objectives.
- Provide leadership, guidance, and support to project team members, fostering a collaborative and productive work environment.
- Support preparation of reports and deliverables in accordance with the SOERA workplan.
Required Qualifications
- Master's degree in IT, Computer Science, Business Administration, or a related field.
- Strong understanding of IT systems, infrastructure, and software development lifecycle.
- Proficiency in business process analytics and mapping.
- Excellent analytical skills with the ability to identify and solve complex problems.
- Minimum of 5-7 years of experience in ERP implementation, with a proven track record of successfully delivering complex ERP projects.
- ERP-related certifications (e.g., SAP Certified Application Associate, Oracle Certified Professional, etc.) are a plus.
- Strong understanding of IT infrastructure, software development lifecycle (SDLC), and agile methodologies.
- Experience working with complex Project Management Information Systems (PMIS) preferred.
- Willingness to live and work in Ukraine.
- Verbal and written fluency in English and Ukrainian, along with strong communications, interpersonal, and presentation skills.
