CONTEXTUALISATION:

1- Since the beginning of the war, HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are : 


  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. 
  • Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response. 
  • Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict.  
  • Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers.   
  • Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.  
     

2- HI Ukraine Program: 

Volume: 8-10M€/year – 255 staff 

Donors: ECHO, BHA, CDC, GmFA, GAC, UHF, EHRC 

Partners: Ministries of Health, Social Affairs and Reintegration of the Temporarily Occupied Territories. Local organizations, hospitals, collective centers. 

Ukraine’s Program is still young, so the main challenge is to structure the program and increase our capacity to implement activities all over the country with a priority to the East part of Ukraine which is the most affected by the conflict.  

 3- The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open and life continues as normal. There is a strict curfew, the hours depend on the region. More recently, the majority of attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks. 

 HI has 3 hubs, one in the East (based in Dnipro with a sub base in Poltava), one in the North East (based in Kharkiv), one in the South (based in Mykolaiv) and the coordination office is in Kyiv. HI staff is accommodated in guesthouses or in a hotel (depending on the location), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or very easy to reach). Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time.  

 MISSIONS/SPECIFIC RESPONSIBILITIES  

Under the responsibility of the Technical Head of Programme, the AVR Technical Specialist contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes. 

The AVR Technical Specialist, based in Kyiv in HI Ukraine Coordination team, will support the HI AVR intervention in Ukraine with the provision of technical expertise, management of the AVR Technical Unit, strategic development, external representation (including in the MA AoR and VA WG).  

 In Ukraine, HI has been providing EORE and CPP in conflict affected communities, has been leading VA broad and specific efforts, and it is now starting piloting NTS. HI is also implementing an innovation project, Odyssey, which includes technical assistanceto other HMA actors.  

 Main objectives/priorities of the position are:  

  Mission 1 : Expertise  

1.1. Contribute to the regional strategies in line with the global strategies  

a. Provide sectorial technical input to the StratOps of the Programmes within his/her scope and in AVR sector, in line with the global StraTech and ensure relevant follow up  

 1.2. Ensure technical support to projects in line with the global technical frameworks and standards in AVR 

a. Provide adequate technical guidance and support to Project Managers and technical officers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches  

b. Ensure adequate support to multi-sector responses within projects, in line with the other specialists  

c. Ensure a local sectorial monitoring, best practices to adopt within AVR 

d. Contribute to recruitment and briefing when relevant  

 1.3 Ensure technical learning from projects  

a. Initiate and/or implement to projects’ technical learning within AVR  

 1.4 Control & monitor the technical quality and the relevance of HI’s activities in the Programmes under his/her scope  

a. Ensure regular technical quality control of projects and programmes and issue warnings and recommendations  

b. Monitor the implementation of audit recommendations, if applicable, in AVR  

c. Ensure adequate support partners to manage activities under his / her scope  

 1.5. Ensure compliance of the technical proposition with nexus stakes  

 Mission 2 : Influence  

Contribute to the local external prestige and influence of HI’s expertise in AVR:  

a. Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation)  

b. Contribute to advocacy on specific themes in line with the global advocacy priorities  

c. Contribute to communication messages locally in line with the global communication priorities.  

 Mission 3 : Business development.  

Ensure the development of major opportunities or new projects in the region under his/her sectorial scope  

a. Lead or contribute to the context analysis in AVR  

b. Lead or contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division  

c. Identify & transform major opportunities in the region under his/her scope  

d. Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region AVR sector e. Contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region.  

 Mission 4: Emergency preparedness and response responsibilities  

Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response. 

    PROFILE SOUGHT/OTHER SKILLS 

 Relevant skills required considering the above mentioned objectives and priorities:  

Knowledge:  

  • Thorough theoretical knowledge of AVR related activities: EORE, Victim Assistance, land release, conflict transformation. As well as of conflict sensitivity (cross cutting approach). 

  • Thorough operational knowledge in EORE, Victim Assistance and Non-Technical Survey. 

  • EOD and Non-Technical Survey certifications are not required,  but are an asset. 

Practice:  

  • Minimum of five years of experience in providing technical support and strategic guidance in minimum two to three pillars of the AVR Programming (EORE/CPP, VA, land release, conflict transformation) and advocacy 

  • Experience in capacity building and mentoring Experience in the design of integrated Humanitarian Mine Action projects. 

  • Experience in conducting specialised trainings at short notice, and ability to condense information to the essentials while maintaining quality.

  • Охорона здоров’я: HI хоче сприяти доступу до якісних послуг з фізичної реабілітації, охорони психічного здоров’я та психосоціальної підтримки (MHPSS) для населення, постраждалого внаслідок збройного конфлікту.  
  • Захист населення: враховуючи масштаб гуманітарних потреб і потреб у захисті, HI  здійснює втручання на різних рівнях, щоб забезпечити доступ вразливих категорій населення, постраждалого внаслідок збройного конфлікту, до послуг у різних секторах допомоги, адаптованих під їхні потреби. The HI program in Ukraine has been operating for not so long, so the main task is to structure the program and expand our capacities to work throughout the country with priority given to the eastern the part of Ukraine most affected by the armed conflict.

However, shops, restaurants and cafes are open and normal life continues. There is a strict curfew, its duration varies depending on the region. Recent attacks have mostly targeted energy infrastructure, primarily the power grid and thermal power plants, disrupting the supply of electricity, water, heating and utility networks. 

 HI has 3 hubs: one in the East (based in Dnipro withsubbase in Poltava), one on the Northern in the East (based in Kharkiv), one in the South (based in Mykolaiv) and a coordination office in Kyiv. We also operate in other cities, such as Kharkiv and Poltava). HI employees live in guest houses or hotels (depending on the location), usually near HI offices, restaurants, cafes, shopping centers and near storage facilities (they are in or in close proximity to the living/working space). Travel between cities is by car (with HI drivers) or train, depending on the region and time.  

TASKS / DUTIES:

Armed Violence Reduction Technical Specialistreports to the technical manager of the program and works on the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. The specialist ensures the optimal quality and efficiency of the projects implemented in the country by means of a system of delegation of powers with appropriate control mechanisms. He/she also shares with all other executives the responsibility of ensuring sound governance and successful operation of the organization at the global level through paradigm shifts.

 Main tasks/priorities of the position:  

Task 1: Expert opinion

1.1. Contribute to regional strategies in line with the organization's global strategies  

a. Sectoral technical input to the program's operational strategy within the specialist's area of ​​responsibility and within the AVR sector in line with the global technical strategy and ensuring appropriate follow-up.  

1.2. Providing technical support for projects in accordance with AVR global technical frameworks and standards 

a. Providing appropriate technical guidance and support to project managers and technical specialists where appropriate (adaptation of standards to project managers' tools, participation in proposal writing and reporting) in accordance with strategies, standards and mandatory cross-cutting approaches.  

b. Providing adequate support for cross-sectoral response within projects in collaboration with other specialists

c. Ensuring sectoral monitoring at the local level, applying best practices in the AVR department

d. Participating in hiring and training employees where appropriate

1.3 Securityteaching based on the results of projects in their technical aspect

a. Initiating and/or implementing the study of technical aspects of projects in the AVR department

1.4 Ensuring control and monitoring of technical quality and relevance of activities HI in the framework of programs included in the specialist's sphere of responsibility;  

a. Ensuring regular technical quality control of projects and programs, providing warnings and recommendations

b.  Monitoring the implementation of audit recommendations in the field of AVR where appropriate;  

c. Providing adequate support to partners to manage activities in the specialist's area of ​​responsibility

1.5. Ensuring compliance of technical proposals with key standards

Task 2: External influence p>

Promoting the growth of external prestige and influence of HI expert opinion in the field of AVR:

a. Representation of HI technical expertise in relevant local professional networks  (sectoral representation)  

b. Participation in information and advocacy activities on specific topics in accordance with the global priorities of this direction  

c. Participation in the communication process at the local level in accordance with global communication priorities.  

Task 3: Commercial Development

Ensuring the development of new opportunities and projects at the regional level in the specialist's area of ​​responsibility

a. Lead or participate in context analysis in the field of AVR  

b. Lead or participate in the creation and writing of new projects regionally and, upon request, in other countries within the geographic division

c. Identification and transformation of new opportunities and projects at the regional level in the specialist's area of ​​responsibility

d. Identification and development of local partnerships and/or consortia involving NGOs, other institutions and companies on technical priorities or important topics in the AVR sector at the regional level e. Participation in the development of the concept of large-scale projects (several countries, one topic) or new projects at the regional level.  

Task 4: Prepare for and respond to emergencies

Participation in activities to support or implement preparatory activitiesto emergency situations within the framework of the program, and in the event of such a situation, adapting one's own work regime for effective participation in HI's humanitarian response. 

EMPLOYEE CHARACTERISTICS / OTHER SKILLS

Skills that is required based on the listed tasks and priorities:

Knowledge:  

  • Deep theoretical knowledge of AVR activities: EORE, Relief to victims, demining territories, conflict transformation. Also awareness of armed conflict sensitivities (interdisciplinary approach)

  • Deep operational awareness in the areas of EORE, casualty assistance and non-technical survey

  • The presence of certificates with EOD of the ZVNP and non-technical survey is not a mandatory requirement, but would be an advantage.

Practical experience:

  • At least five years of experience providing technical support and strategic leadership to at least two of the three basics of the program with AVR (EORE/CPP, VA, demining territories, conflict transformation) and information and advocacy activities
