Main duties and tasks
The expert will be responsible for:
- Overview and analysis of the existing technical documentation and work regulations of the Unified Judicial Information and Communication System (ESICS).
- Formation of requirements for the integration layer and definition of the approach to data exchange.
- Design of the high-level architecture of the system for the automated generation of court decisions, definition of components, their functions and interactions.
- Analysis of typical and peak usage scenarios to assess the load and requirements to the performance of the system.
- Modeling the needs for computing resources, data storage and network capacities to support the functionality of the system.
- Preparation of technical terms of reference (TOR) for the development of the system.
- Development of technical requirements (TR) covering functional, non-functional and security aspects.
- Definition of quality criteria and performance indicators.
- Definition of the most common and of similar articles of the Code of Criminal Procedure for the implementation of MVP.
- Support for the development of a functioning MVP capable of generating draft court decisions for selected types of cases.
Qualifications and skills
- Higher education (master's degree or equivalent) in information technology, computer science, artificial intelligence, machine learning, applied mathematics or related disciplines.
- In-depth knowledge and practical experience in artificial intelligence, machine learning and NLP, particularly as applied to legal or administrative processes.
- Practical skills in applying LLM (GPT, LLaMA or other) to text generation.
- Knowledge of architectural approaches to building AI services and integration through API.
- Understanding the principles of Data Governance and requirements for informationsecurity.
- Experience of working with Ukrainian-language text corpora; preferably - with the legal field.
- Fluent command of the Ukrainian language; working level of English (oral and written communication).
Professional experience
- At least 3 years of experience in the development or implementation of AI solutions, including business process automation or generation projects documents.
- At least 2 years of experience in digital transformation projects or the development of complex IT systems, preferably in the public sector.
- Experience with system integration, technical requirements formation and MVP development.
- Experience in coordinating work with government agencies, international organizations or other stakeholders will be an advantage.
Expected results:
- An analytical note on the work of ESICS with an assessment of the functionality and integration points for the AI system has been prepared.
- Proposals on the data exchange format, API requirements and integration scenarios have been developed.
- Prepared an analytical note describing the high-level architecture of the system, the main components and their functions.
- Typical and peak scenarios of system operation were determined and the intensity of integration requests to ESICS was assessed.
- Computing resource needs were calculated and data storage requirements were determined.
- The technical task, technical requirements and quality criteria for system development were prepared.
- A functioning MVP was created, which generates draft court decisions under 5 selected articles of the Code of Criminal Procedure.
The expert must meet the established qualification requirements, have an impeccable business reputation, relevant professional experience and adhere to the principles of integrity.
