GENERAL MISSION
 The AVR - Technical Field Manager (AVRPM) holds a critical role in providing expert technical guidance and support to all staff involved in AVR activities with a primary focus on NTS Operations. AVR teams cover the response dedicated to the comprehensive approach to Armed Violence Reduction and Humanitarian Mine Action by HI in Ukraine including Data collection, Non-Technical Survey (NTS), Explosive Ordnance Risk Education (EORE) and Conflict Preparedness and Protection (CPP). HI intends to implement AVR activities in areas where communities are exposed to Explosive Ordnance threats in line with needs analysis and the tasking order received by the Mine Action Center. The AVR – Technical Field Manager  (TFM) and has the primary function of providing technical advice and managing all national and/or international staff assigned to him/her throughout all Humanitarian Mine Action (HMA) activities. , as part of its Integrated approach for Armed violence reduction and coordinate jointly with the EORE PM activities in the project. The TFM will support the start of NTS Operations, conduct field mentoring  provide technical support and quality management to the teams operating throughout the designated area of operations.  

  • EORE refers to activities that seek to reduce the risk of injury from EO by raising awareness of women, girls, boys and men in accordance with their different vulnerabilities, roles and needs, and promoting behavioral change. 
  • NTS refers to the collection and analysis of data, without the use of technical interventions, about the presence, type, distribution and surrounding environment of EO contamination, to define better where EO contamination is present, and where it is not, and to support land release prioritization and decision-making processes through the provision of evidence.

The AVR TFM reports directly to the Area Manager (North-East) with technical oversight provided by the Land release team in the AVR Division and AVR Specialist in Ukraine. You will be based in Kharkiv, Ukraine and can be expected to travel and reside in other regions, where HI teams operate. 

As the AVR TFM you will plan your activities closely with the Security Liaison Officer (North-East),Area Manager (NE) and PM EORE, and will be expected to liaise with other technical specialists and mine action operators. 

Mission 1: Operational Implementation

Responsibility 1: Contribute to NTS Operations planning and implementation in line with the existing frameworks 

  • Contribute to planning, preparing activities, tools, associated resources, and implement the action plan in conjunction with the support services and the technical unit. 
  • Ensure that activities are implemented and that resources are correctly allocated as authorized by the Area Manager (NE).
  • Ensure regular reportingof AVR (NTS-EORE) activities, contributing to the internal and external reporting as requested by the Area Manager (NE).
  • Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the Area Manager (NE).
  • Contribute to the drafting of amendment requests when asked by the Area Manager (NE).
  • Contribute to coordination with the local stakeholders and to monitor the partnership relationship with the project partners. 
  • Ensure that project documents and information are properly reported and archived. 

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning 

  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes. 
  • Contribute to project evaluations at the request of the Area Manager (NE), to ensure that project evaluation recommendations are followed. 
  • Contribute to the setup and smooth running of accountability mechanisms. 
  • Contribute to project learning and capacity building of the teams and partners. 
  • Ensure that the AVR Teams implements NTS processes in compliance with NTS SOPs, National and International Standards
  • Manage and plan AVR operations, focusing on activity progress indicators and expected outcomes for NTS, EORE, CPP and VA specific efforts;
  • Report any logistical needs to the Logistics Manager for further action.
  • Conduct internal QA/QC of AVR activities with a specific focus on NTS and report findings to the AVR Specialist

Responsibility 3: Ensure project data management for NTS

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global and national standards.
  • Guide and advise the AVR Supervisors to ensure appropriate data collection and management tools are in place and used correctly; 
  • Guide and advise the Supervisors in the compiling of operational reports, including progress, weekly/monthly, NTS and HA reports to HI’s reporting system. 
  • Collects and/or quality check data from AVR Operations: leading on NTS data and coordinating with EORE PM and EORE STO for EORE/CPP related data.  
  • With support from the database/Information Management Officer, ensures the completeness and quality of EORE/CPP and NTS data in line with MAC, 5W and HI requirements.  
  • Supply timely and quality inputs for internal and external reports, concept notes, proposals, and other similar documentation in line with HI Technical Framework
  • Submits all necessary data to internal and external databases on request.
  • Line manage Information Management Officer for NTS.

Responsibility 4: Contribute to the coordination of project teams 

  • As authorized by the Area Manager (NE), facilitate coordination meetings between the project teams and the support services located in the areas of operation when necessary. 
  • Ensure that the project and support teams (shared and technical services, in particular) work well together to facilitate the implementation of the project in the country. 
  • Coordinate with PMs (EORE, VA, Health, Protection) the links between AVR and survey evidence and other HI initiatives and service provision.

Responsibility 5: Contribute to external project communication 

  • Enhance HI’s external influence by participating in external meetings when required, in coordination with AM and other PMs; 
  • Communicate about the AVR Program to partners, authorities, and stakeholders as needed in coordination with EORE PM
  • Liaise with national and local authorities for operational, logistic, and administrative purposes. 
  • Proactively identify areas of interest where to deploy AVR efforts (specifically integrated NTS/EORE/CPP/VA) and liaise with other operators to guarantee good coordination on the ground and support in the Land Release processes. 
  • Participates in relevant Program meetings (general program meeting, general site meeting, AVR team meeting) as requested 
  • Contributes to the development of projects related to AVR.\
  • Contribute to the coordination and Quality management of partners.

Mission 2: Management

Mission 3: Emergency Preparedness and Response 

Contribute to the program’s emergency preparedness initiatives, and in an emergency, adapt his/her working arrangements to contribute to an effective humanitarian response from HI. 

  • Understand and comply with all HI SOPs and inform the Area Manager (NE) and Security Liaison Officer/Manager of any change in the security situation.
  • Provide regular security updates to AVR Supervisors for dissemination to teams.
  • Provide technical guidance and oversee the safety of AVR operations conducting threat assessments;

PROFILE SOUGHT

Qualification(s):

  • IMAS EOD 3 certification from an accredited training institution;
  • Basic knowledge in EORE
  • NTS qualifications

 Preferable:

  • Undergraduate degree in training, social work, humanitarian assistance, development, or similar.
  • Introduction and Advanced EOREcourse (GICHD)
  • Introduction to Gender and Diversity in Mine Action

Experience:

  • 5 years working in the field of Humanitarian Mine Action;
  • Experience in coordinating NTS teams 
  • Experience in analysing data, conducting desk assessment and collecting information through survey, interviews, focus group discussions 
  • Experience in delivering presentations and trainings;

 Preferable:

  • Work experience in local/international NGOs.

Технічний керівник з питань зменшення збройного насильства виконує ключову роль у наданні технічної експертизи та підтримки працівникам, що беруть участь у заходах зі зменшення масштабів збройного конфлікту з наданням першочергової уваги операціям з НТО. Команди  зі зменшення масштабів збройного насильства займаються реагуванням  в рамках комплексного підходу HI в Україні до зменшення масштабів збройного насильства та гуманітарного розмінування, включно зі збиранням даних, нетехнічним обстеженням (НТО), інформуванням населення про ризики, пов’язані з вибухонебезпечними предметами (ІНРМ) та захистом та готовністю в умовах конфлікту (ЗГК). HI планує впроваджувати заходи зі зменшення масштабів збройного конфлікту на територіях, де громади піддаються загрозі вибухонебезпечних предметів, відповідно до результатів аналізу потреб і службового завдання, отриманого Центром протимінної діяльності. Основною функцією технічного керівника з питань зменшення збройного насильства є надання технічних консультацій та управління всім національним та/або міжнародним персоналом, підпорядкованим йому/їй, протягом усіх заходів з гуманітарної протимінної діяльності (ГПМД) в рамках інтегрованого підходу до зменшення збройного насильства та координація спільно з Керівником групи з ПМД діяльності в рамках проекту. Технічний керівник надаватиме підтримку на початку робіт з НТО, проводитиме наставництво на місцях, надаватиме технічну підтримку та управління якістю командам, що працюватимуть у визначеній зоні діяльності.     

  • Інформування населення про ризики, пов’язані з мінами та вибухонебезпечними предметами (ІНРМ) - це заходи, спрямовані на зменшення ризиків травмування внаслідок контакту з ВНП шляхом підвищення обізнаності серед жінок, дівчат, хлопців і чоловіків відповідно до їхніх вразливостей, ролей у суспільстві й потреб, а також просування поведінкових змін. 
  • НТО - це збирання й аналіз даних про наявність, тип, місцезнаходження ВНП на певній території та навколишнє середовище забрудненої ВНП території  без використання технічних засобів втручання для ефективнішого визначення місць присутності та відсутності ВНП та підтримки процесу визначення пріоритетів і прийняття рішень щодо розмінування території шляхом надання відповідних доказів.

Технічний керівник зі зменшення масштабів збройного насильства підпорядковується безпосередньо Регіональному керівнику (Північний Схід), а технічний нагляд здійснюється групою з розблокування територій у відділі зі зменшення масштабів збройного насильства (AVR) та спеціалістом зі зменшення масштабів збройного насильства в Україні. Ви працюватимете в Харкові, Україна, і можливо, будете подорожувати та проживати в інших регіонах, де працюють команди HI. 

Як Технічний керівник зі зменшення масштабів збройного насильства ви плануватимете свою діяльність у тісному кliaise with the Security Liaison Officer (North East), Regional Manager (North East) and PMD Team Leader, as well as liaise with other technical specialists and mine action operators.

  • Notify about any logistics needs to the Logistics Manager for follow-up.
  • Conduct internal quality assurance/quality control of gun violence reduction activities with a particular focus on NGOs and report results to the Gun Violence Reduction Specialist

Duty 3: Ensuring project data management for NGOs

  • Ensure availability of appropriate collection and management tools data and their correct use in the project in accordance with global and national standards.
  • Direct and advise Managers in the field of reducing the scale of armed violence to ensure proper collection and management of data and their correct use; 
  • Direct and advise Managers in the field of reducing the scale of armed violence when drawing up operational reports, incl.including progress reports, weekly/monthly reports, NTO and Hazardous Area reports for the HI reporting system. 
  • Collects and/or reviews the quality of data generated from gun violence reduction activities: leads work with NTO data and coordinates work with PMD Team Leader and Senior Technical Specialist on INRM on data related to INRM/ZGK.  
  • With the support of a database/information management specialist, ensures the completeness and quality of data from INRM/ZGK and NTO in accordance with the requirements of the CPMD, the Sherrington method (5W) and NI. 
  • Provide timely and quality submissions for internal and external reports, concept notes, proposals and other similar documentation in accordance with the HI Technical Guidelines
  • Provide all necessary data for internal and external databases upon request .
  • Performs the functions of a line manager for the Information Management Specialist with the NTO.

Duty 4: Promote the coordination of project teams 

  • On behalf of the Regional Manager (Mon-Sh), if necessary, facilitate coordination meetings between project groups and support services located in the regions of activity. 
  • Ensure that the project and support teams (in particular joint and technical services) work in harmony to facilitate the implementation of the project in the country. 
  • Coordinating with Project Managers (INRM, Victim Assistance, Health Protection, Protection of Civilians) linkages between armed violence reduction and survey evidence and other HI initiatives and service delivery.
