DRB has been operating in Ukraine since 2014, DRB already has more than 700 employees in Ukraine and will continue to expand significantly in 2024, for rapid response to the emergency situation in the sectors of social protection, provision of means of livelihood, provision of housing and non-food kits, humanitarian demining and peacebuilding (humanitarian demining), through direct intervention and support of authorized persons and non-governmental organizations (NGOs). DRB will continue to implement its suite of long-term solutions to meet changing circumstances.
DRB is currently seeking a highly skilled Program Manager activity, which will join the team in Chernihiv.

Ensure delivery of humanitarian assistance and strengthen partner capacity, including identification and capacity building of local authorities and civil society organizations .Represent the DRB at relevant humanitarian coordination forums, interacting with partners from the UN and INGOs and actively trying to shape the agenda in accordance with the priorities of the DRB and humanitarian needs. In addition, to present program activities to partners and authorities, which would contribute to enhancing the image and expanding the portfolio of DRB.Provide vision, show leadership and direct the humanitarian team of DRB, as well as monitor the management and implementation of project grants in the region and activities of project teams.Support the senior management team in ensuring compliance of the strategic planning of program activities with the operational platforms of the DRB, coordinating the development of the DRB programs, strengthening the quality of programs, standards, studying best practices, strengthening the accountability of the DRB and monitoring and evaluation systems . The responsibilities of this role include ensuring the development of region strategies that are translated into action plans and day-to-day tasks, as well as support and/or technical advice for local operations.
Vathese main duties will be:
1. Management of the DRB portfolio in the region
- Lead the planning and launch of new projects in the region (project planning, guidance meetings, development of project implementation plans, etc.)
- Control the quality of program activities of current and proposed projects, participate in the development of appropriate standard operating procedures to support the implementation of projects and provide direct support to sector managers and heads of project groups to improve the quality of programs
- Ensure the recruitment of people for appropriate positions and implementation of projects according to the schedule
- Ensure support and training of heads of program departments (i.e. managers and team leaders) in the implementation of reporting mechanisms on the ground for each project
- Ensure compliance of current and proposed competency projects of program departments of DRB
- Develop clear lines of communication between project teams and partners
- Develop tools and processes for recording, sharing and taking into account the acquired experience and best practices to inform and improve the quality of program activities

3. Strategy development and financing and resource mobilization
- In coordination with the regional manager of administrative and program activities and the manager of data monitoring and evaluation, manage and coordinate the evaluation in the region< /li> activities and the regional manager to manage the consolidation of data for the development of project proposals
- At the regional level, manage the process of adapting the national DRB strategy to the local context and circumstances through strategic planning of activities in the region
- Actively involve sectoral managers, team leaders to promote innovative ideas regarding types of activities that would correspond to the Strategy of DRB in Ukraine
4. Advocacy, coordination and representation
- Represent the DRB and formulate key advocacy theses in relevant clusters and external forums
- Ensure a coordinated approach to humanitarian response , both geographically and by sector
- Consolidate and elevate advocacy needs with regional teams and providedprovide information to the requests of the advocacy coordinator regarding theses and advocacy documents, etc.

5. As a manager, you will be responsible for the following:
- For achieving the strategic goals and objectives of DRB within your area of responsibility
- For making important decisions regarding the work of the department - its goals, functions and roles, as well as for taking on obligations and decisions that require significant expenditure of the department's resources
- For managing subordinates, as a rule, at least three employees. This includes hiring and firing, goal setting, probation, performance evaluation, staff development, performance management, including poor performance, etc.
- For making informed decisions in accordance with DRB policies, standard operating procedures, standards and advice from DRB technical experts
Roles subordinate to this position: sectoral managers of the region and/or sectoral team leaders, specialist in working with partners

About you:
To be successful in this position, we expect you to have at least 5 years of experience in project/program management, which includes responsibility for the development of new and successful project proposals and 3 years of experience in personnel management. strong>
In addition, we expect you to have:
- Skills and experience in project/program planning, implementation, monitoring, reporting, analysis and evaluation of projects/programs
- Skills in fundraising, budget management and reporting / accountability / compliance with requirements set by donors
- Experience working in complex emergency situations or in complex security conditions, as well as within the framework of the security management system.Calm and diplomatic character.
- Experience in building the capacity of staff and local partners
- Ability to prepare project proposals and high-quality reports
- Advanced professional command of the English language
