GENERAL INFORMATION

BF "Right to Defense" (hereinafter - the Fund) is a sector leader in the protection of people who have suffered from war, veterans, refugees and stateless persons. We seek recovery and integration for those we help. Our team protects people's rights and influences laws and decisions in Ukraine and the world to become fairer. We are actively developing a network of partners for localized support of those who need it. The fund is 13 years old. Today, the team of BF "Right to Defense" has about 1,200 specialists. Geography: 22 regions of Ukraine, as well as a representative office in Poland. More than 3,300,000 people have received aid since the start of the full-scale invasion. Our work was recognized at the national level: in 2024, the Foundation won first place in the "Charity Ukraine" competition in the "All-Ukrainian Charity" category, entered the top 10 of the Forbes Ukraine "50 Best Charitable Organizations" rating, and took 9th place in the integrity rating of Ukrainian charitable foundations.

PROJECT DESCRIPTION

BF "Right to Protection" is a partner of the Response Consortium within the framework of the project "Provision of multi-sectoral humanitarian aid to the population affected by the conflict in Ukraine (2023-2026)" with the financial support of the US Government. The Response Consortium is implementing a multi-sectoral humanitarian aid program for the population affected by the conflict in Ukraine. The Goal is to strengthen people's resilience and ability to overcome the consequences of war through timely access to multi-sectoral support and quality information management. Цільові групи — внутрішньо переміщені особи, люди, які постраждали від війни, поверненці після зниження інтенсивності бойових дій, із пріоритетом підтримки людей поважного віку та осіб з інвалідністю.

Географія реалізації — міські та віддалені сільські громади Харківської, Запорізької, Дніпропетровської, Одеської, Херсонської, Миколаївської областей. The economic capacity building component is implemented in Poltava, Chernihiv and Sumy regions.

The work is carried out through stationary services and mobile multidisciplinary teams

DUTIES AND RESPONSIBILITIES

The Advocacy Analyst as a member of the project team will reportTo the head of the social protection direction of the advocacy program, Advocacy Program Coordinator and Project Manager.

Project implementation

  • Work autonomously within advocacy activities defined by Head of the social protection direction of the advocacy program, Advocacy Coordinator and Project Manager in the field of improving the access of IDPs and other categories of the affected population to social services;
  • Advocate the solution to the issues of providing social services, provide support for the process of setting up a stable system of social services at the local and national levels, which will identify risks and respond to them in a timely manner (by, in particular, providing assistance in: determining the needs of community residents in social services; drawing up a program of social services in accordance with the needs of the community and budgeting the necessary services; establishing interagency cooperation to identify people in difficult life circumstances and effectively respond to their needs, etc.);
  • To identify legal gaps in the Ukrainian legislation regarding the system of providing social services to vulnerable categories of the population, in particular IDPs and the population affected by the conflict, to propose the necessary improvements that will contribute to the adaptation of the system of social services to the challenges associated with armed aggression and the implementation of long-term solutions in the field of social services, to develop plans for solving problems with an emphasis on the procedures for providing social services;
  • Formation and preparation of the text of the monitoring and analytical study on the legal and institutional aspects of the participation of private providers in the system of social services;
  • Consolidate analytical informationormation, drafts of analytical reports and other materials to present gaps in the legislation that need to be eliminated;
  • Participate in the development of draft amendments to regulatory and legal acts and the formation of proposals for legislative acts in order to solve identified problems at the practical and legislative levels;
  • To be in contact with the Foundation's partners in relation to the IDPs and the population affected by the war;
  • To support the Foundation's activities in any other necessary aspects.
Coordination and representation

  • Ensure effective communication, coordination and information exchange with other thematic components and key personnel of the Foundation;
  • To establish and maintain cooperation with key persons at the local and national levels;
  • Reporting and accountabilityCoordinator of the advocacy program style="font-weight: 400; font-style: normal; text-decoration: none">ations and the Project Manager to ensure the successful implementation of the project;
  • Prepare high-quality and timely reports in accordance with the instructions of donors within the agreed deadlines;
  • According to the Code of Conduct.
Professional REQUIREMENTS

  • education;
  • Strong analytical skills, attention to detail and experience writing analytical materials;
  • Proven ability to design and produce quality knowledge products, including strategic and legalofficial documents, etc.;
  • Experience of working with state authorities and local governments will be a significant advantage;
  • Experience or knowledge of humanitarian aid and preparation of analytical reports based on research results, as well as special knowledge and experience in working with rights of IDPs and social protection will be a significant advantage;
  • Excellent ability to communicate effectively in the Ukrainian language bothoral and written,knowledge of the English language at a level sufficient for communication and work will be an advantage;
  • Cultural sensitivity; style="font-weight: 400; font-style: normal; text-decoration: none">Treatment of all people fairly without favoritism;
  • Compliance with all commitments regarding gender sensitivity and zero tolerance for sexual harassment;
  • Ability to work independently and meet deadlines;
